There are three types of actions:

Finding physical clues: Perception (Wis)
Asking around and reading people: Insight (Wis)
Putting together known facts / connecting the dots: Investigation (Int)

When any player is looking for a clue, they have to tell the GM what and how. Based on these, the GM sets a TN and chooses the type of action, and assigns a success limit.



The PC is asking around and watching people's reactions about who is behind the discontent of the villagers. The player also decides to play on empathy, and talks about how hard life is. The GM picks Insight, sets the TN to 12, assigns 25 as success limit, and sets the check interval to one day. So the player rolls Insight every day, adds the (check result - 12) to a rolling total, and when that total reaches 25, they find out the identity of the person agitating the locals.

Clues can be keyed to each other, so one becomes available when another is found.



To find the reason behind the culprit's agitating (aside from talking to them directly), someone had to unlock their identity. Now that it's available, PCs can work on inquiring the locals and realizing what the reason is for the culprit's behaviour.
