I am playing a kineticist and what to know if there is anyway to hit with constitution for my kinetic blasts so that I can focus on constitution more since it is my main stat. My GM is allowing 3rd party content on a case by case basis, so that is also fair game. Also, preferably as something that does not require class levels since kineticist has so many things that scale with levels.

No, since hitting with con makes zero sense.

In spheres of power, you can take two levels of Iron Mage hedgewitch and pick imbued weapon. This lets you use casting ability modifier to hit. If you took the drawback/boon to get con as your casting stat, you get it to hit. Both mageknight and armorist can also get a similar ability.

In SoP, there's a +1 weapon enhance that is con to damage. And war has a momentum talent that adds CAM to damage for 2 momentum.

This list (http://www.giantitp.com/forums/showthread.php?125732-3-x-X-stat-to-Y-bonus) is the place to go for those kinds of questions, at least as far as official 3.5 material is concerned.

Apparently the answer is: the mineral warrior template allows you to do it 1/day, but that's it. There are a few ways to get Con to damage though.

I'd say that Initiative, Reflex, and AC are all good enough reasons for decent Dex that you shouldn't feel too bad about having some of it to shoot enemies with too.

As usual third party does not needs to make sense.
Freedom from meaning!
(wotc is also free from this kind of constraints)

With Akasha (http://spheresofpower.wikidot.com/akashic-mysteries), there's the Crimson Totem (http://spheresofpower.wikidot.com/veil-list-and-descriptions#toc29) veil. It's a greatclub that uses con for attack and damage. It's a blood veil, so you need to dip 1 level of daevic, aegis, or veiled lord warlord to get it.

Dragonfire Adept, if you count hitting as pumping save DCs.
