So if an halfling has disadvantage and rolls a 10 and a 1 with his racial trait he can reroll it and then has to use the new roll even if the result is higher than the 10?

Yes. You resolve advantage/disadvantage first. The 10 is discarded because it was the higher result on a disadvantaged roll. Now you are left with a 1, which you can then use Lucky on.

A better alternative to this is to play a Variant Human and start with the Lucky feat. The interaction between disadvantage and Lucky converts disadvantage into triple advantage (choose between three dice). As an aside, it's very useful for both negating enemy critical hits and disadvantage on Stealth checks for PC's wearing medium/heavy armor.

The Halfling racial is always available and costs 0 resources. The Lucky feat can only be used 3 times per long rest.

Honestly, the best uses I've seen (and used myself) for Lucky is to negate critical hits against the PC. In that regard it can be a lifesaver. It's why when I theorycraft any character that intends on standing in the front line, their final or second to last ASI is spent on the Lucky feat.

Depends on your DM; there are three different ways that interaction will go:
Lucky turns any advantage/disadvantage into your choice of the 3 dice results.
Resolve advantage/disadvantage first, they apply Lucky to the single resultant die as normal.
Apply Lucky to one of the two dice rolled for advantage/disadvantage, then apply the rules for advantage/disadvantage as normal.
