Are spells considered active or in effect even when they have been suppressed? I'm just wondering if I could suppress a Liveoak spell and then cast it on another tree to satisfy the:


The spell can be cast on only a single tree at a time; while liveoak is in effect, you can’t cast it again on another tree.

?

I know it's possible to get around this limitation with the Spell Rebirth Utterance, but it would be cool to not have to be a truenamer.

Also, can effects that have been suppressed be dispelled?

I don't have my books with me here, so I can't give you a rule, but I would say no. Suprressing magic isn't dispelling, so the magic is still there, just not active at the moment. A bit like when you have noise cancelling headphones. The noise is still there, you just can hear it until you take them off.

I would also allow dispelling, except when the reason the magic is supressed also doesn't allow new magic to be cast, but that depends on the reason of the supression.
