Im looking for a spell that grants a Successful or improvement to the roll to better the odds. Trying to create a necklace for a Cleric that gives better odds for a roll of the dice.

Best bet IMO is to base the effect on Unfettered Heroism from Races of Eberron. It gives you a temporary action point that lasts for one round at the top of every round.

Minimum CL 9
Spell Level 5

You can go with a once per day casting

(5 X9 X1800) /5 = 16,200gp

and improve up to 9 rolls in just under a minute.

Alternately, you could make it just 9 rolls per day without putting them quite so close together for

(5 X9 X2000) /5 = 18,000gp

The latter formula is based off of a reverse engineering of the price of boots of speed.

If you don't normally use action points, you could try to sell the GM on allowing them for the effect of this spell/ item alone.

Mind, that's the eberron version of action points. From level 1-7 you just add a d6 to any d20 roll. From 8-14 you add the better of two d6s and from level 15 up you add the best of three d6s. There are some feats and class features that can expand on the uses of action points in some eberron sources

There's also a prototypical version of the mechanic in unearthed arcana and the SRD but I don't recommend using that. It's a -much- more poweful version of the idea.
