In 3.5 one can make an effective warlock that doesn’t really need high stats. Is there a 20 level class in pathfinder that similarly does not need high stats?

Sure. Any support class, e.g. a bard, skald, or any caster focusing on party buffs, summons, and/or "terrain" spells. If you don't care about attack rolls or save DC, then your stats become less important.

Say, cleric with evangelist archetype. If you start with 12 wisdom, put your ability boosts there, and eventually get a +2 headband (which is only 4000 gp) then you end up being able to cast 9th level spells without issue.

Alternatively, any build that attacks touch AC, such as a gunslinger, or sorcerer focusing on scorching ray. Even with a 10 dexterity you're not likely to miss against touch AC, for most enemies.

Any full caster, you just need to avoid spells that resolve in saving throw. Buff are OK, walls are OK, rays are OK, but, primarily, summons are always available. A full caster may be extremely effective even using just summons and nothing more

Getting specific about it: Synthesist Summoner.
All you truly need is 16 CHA. This let's you cast all your spells.
INT and WIS aren't required.
And you can actively dump STR/DEX/CON (although you'll still not want to fully dump CON in case of emergency).


Most (pure) martials won't work as they'll at least want decent CON and a high [attack stat].

Although if you allow _one_ high stat, then you can get just about anything to run off of CHA (although not _everything_ on the same character).
But this still doesn't quite enable a true martial build, as getting CHA for (all) attacks, and CHA to HP are tied to opposed alignments.

Even without Synthesist, Summoner works pretty well here. Your Eidolon is a completely stat-agnostic combat monster that will outstrip even most dedicated martials, and you also have those very nice Summon Monster SLAs which are only effected by your casting modifier in terms of uses/day, no need to worry about maintaining a high casting stat.

You're also a 6-level caster with a lot of utility and buff spells on your list that don't care about save DCs or attack rolls, so it's both possible and easy to keep your Charisma stat at the absolute minimum needed to cast at your highest spell level and barely miss out on a thing.

Druid benefits from high stats but, like in 3.5, also benefits from stat adjustments from Wild Shape.
