Wand of Silent Image: reasonable item?

Obviously homebrew, since it’s not printed. Following normal wand rules, 7 charges, regains 1d6+1 each morning, might crumble if ever at zero charges.

Spend one charge to cast Silent Image.

Is this broken, or reasonable? What rarity?

It strikes me as a way for an illusionist to catch up a little with a warlock at low levels.
