there is one spell in particular this question is about, though it applies to others.

Green-Flame Blade has the following effect and green fire leaps from the target to a different creature of your choice that you can see within 5 feet of it. Since this is a creature of my choice, am I allowed to choose no creature, and just use the level5+ bonus damage on the attack?

You're allowed to choose "Nothing" as a target, and have GFB do nothing extra.
