Is there anyway to qualify for the Charming the Arrow feat without being a Fey, wanted to make a charisma focused archer type, but don't have the fey creature type.

You can acquire the fey type with a level in the Half-Fey savage progression (currently unavailable due to WotC's web archive being down, but maybe the Wayback Machine has it stored). Can explicitly be gained through being exposed to fey stuff, rather than being descended from fey, and the first level is honestly pretty good anyway.

Barring that, the only other idea I have is asking your DM whether the Fey Heritage feat would let you qualify for Charming the Arrow.

ask your DM if he's ok with letting Nymph's kiss be enough a qualification?

Seela race is a 3rd party LA+0 fey medium humanoid, -2con +2cha , with a 2 level paragon class that among other things lets you substitute CHA for CON for the purpose of HP and fort saves iirc, it's in the EN publishing War of the burning sky campaign book.

Unseelie fey template (LA +0) and the racial emulation feat (changeling only) come to mind.

Racial emulation unfortunately only works for humanoids.

Is your race already locked, so you couldn't choose something like Killoren?

I believe if you look in the archive-down thread, there's a link to a google drive that has the Savage Progression Half-Fey in it. Alternatively, you could play an Uldra (Frostburn). Granted, they have an LA of +1, and no abilities that help an archery build, but it's a really low cost way to get Fey and Charm the Arrow.

Fey-Touched from the Savage Progressions (which has been saved on the google drive link) is a +1 LA as well and directly helps a Charm the Arrow.

If you're playing a character that isn't already a Fey, there's not much to say. You'd just have to work with your GM on that. Perhaps you could finagle it by taking Nymph's Kiss and then having a Fey teach you how to use Charm the Arrow, since per Nymph's Kiss "Fey creatures regard you as though you were fey", but that's a pretty huge longshot.

If you use Dreamscarred Press' content, in Bloodforge there's Mixed Blood (Fey), which would qualify you and give you a +2 on saves against compulsions.

If you have bardic music you can just buy a bow of songs: it's a +1 ability that lets you add your CHA to hit and damage
