Favourite free rules systems

Does anyone have anyone have any favourite free rulesets they found on the net that they think are really good? I'm trying to convince a friend that just because its free doesn't make it crap (he thinks that 'good = published', therefore 'not published = not good', whereas its 'published = profitable' therefore 'not published = made by nice people').

If you're looking for a night of intense comedy, I recommend Pokethulhu. It's completely free, and practically guarantees hilarity (in my opinion).
