Greetings, all!

Muscular Reflexes (http://spheresofpower.wikidot.com/practitioner-feats#toc28) is effectively a STR-based version of Combat Reflexes. I've normally ruled CR and MR work before a character's first action in combat, but our current GM wanted RAW evidence for that. I've not found yet where to check officially on the Drop Dead Studios forum for an official answer, but this (https://www.d20pfsrd.com/gamemastering/conditions#TOC-Flat-Footed) is the closest I've come. What's the official ruling and why?

Right here! It specifies while flat footed, and you're always flat footed before your first turn in combat.

The only thing normally preventing AoO pre-first action is being flat-footed. Muscular Reflexes (and Combat Reflexes) allow you to AoO while flat-footed, so they let you do that. Your link to Flat-footed should be sufficient.

The GM ruled that pre-first turn actions were a special sort of unawareness that foresight and similar surprise-removing abilities alone could negate/prevent.

Well, that's a house rule. By RAW, Muscular Reflexes and Combat Reflexes both allow you to make AOOs as soon as initiative is rolled.
