This idea seemed best fit for a Junkyard Wars competition: Make the best single-classed Commoner possible. No loops, meaning no Pun-Pun. One subcompetition allows templates and level adjustments with limits to be determined by the judge, while the other bans templates and level adjustments.

A suggested method for templates and level adjusted races is reducing the character's overall EXP to account for LA buyoff. Level adjustments for this exercise can't be bought off. Level adjustments beyond this are banned, Level adjustments may be from different sources, such as being a race with 2 racial hit dice/0 LA and taking a 1 LA template. Level adjustments can reduce your maximum level below 20, meaning someone with 3 LA would normally be a level 17 Commoner.

Commoners start at level 1 (and, for our purposes, are built with 20 levels of Commoner minus any levels due to level adjustment) with a 32 point buy and are still limited to 2 traits and 2 flaws for feats. (Commoner-specific feats like Chicken Infested are banned.) Characters get the standard wealth by level of 760,000G and no item can cost more than half this (380,000G). Characters are otherwise able to access all official material, including web and magazine content.

Ambiguous but plausible RAW rulings go in the Commoners' favor: They're still Commoners.

Minions still follow normal creation rules. Cohorts are built with the same rules as their masters, except cohorts can be of any class. Cohorts, followers, and other minions don't get extra wealth and are forbidden from taking Mercantile Background. Creatures obtained through summoning or calling still come with their standard gear in their creature entries, like how a gated Solar gets its standard gear of a +5 greatsword and a +2 composite longbow.

Note that cohorts and followers are mostly for show or for use in an actual game: It's the Commoners as main characters that are being evaluated. Their ability to recruit, make or otherwise obtain minions does, however, affect their power level.
