The Beast set from Complete Champion gives +1 effective Wild Shape level (EWSL). A Wild Shape Amulet gives +4 EWSL, max 20 total. A Skin of Kaletor gives +4 EWSL with no upper limit.

Not quite what you seem to be looking for, but the Dungeon Master's Guide II has something on page 158 called NPC special abilities. Despite the name, these can also be applied for an LA cost to PCs, and one of the options is Past Life, which itself has several options, one of which gives the ability to Wild Shape as an 11th-level druid.

So technically, it can provide a bonus to your Wild Shape effective level of up to 11, if you start with no levels in a Wild Shape-possessing class at all.
