Description says the weapon grants an extra partial action. How have others interpreted this? Extra move? Extra standard? Extra swift?

Extra partial action was a 3.0 term - from memory it meant an extra standard action.

Where are you finding this ability: the one I'm looking at (PGtF) doesn't mention anything about partial actions? Was there an earlier 3.0 printing of it somewhere?

Ah, OK, I found it: MoF, which is a 3.0 source. You should probably just use the updated version in PGtF.
