when generating up a character, say a human fighter, can you pick up two feats at the same time from the same tree?
eg:
human: combat expertise (prereq int 13)
1st lvl fighter: improved disarm (prereq int 13, combat expertise)

I've always been under the impression it is:


Class & Race
Ability Scores
Racial & Class features
Skills
Normal feat selection


In your example, it would work exactly as you are asking

You would take your Human bonus feat first, and then you can use that to qualify for your Fighter bonus feat, and then use your Fighter bonus feat to qualify for your first level feat.

OP is correct. From PHB pg. 87:

A character can gain a feat at the same level at which he or she gains the prerequisite.
