The Staff of Power says:

"Wall of force (in a 10-ft.-diameter hemisphere around the caster only) (2 charges)"

How exactly does this work? What if another character (or familiar) gets within the area of the spell effect of the wielder of the staff? Do They just "not get effected" and the spell just warps around them?

Sorry for all the questions. Kinda new to some of this stuff. Especially the higher level stuff.

I think it just means you have to place the hemisphere around the caster, in stead of, say 30 feet away around something else.
If your familiar or another creature is also inside, that’s fine.

You've parsed the text incorrectly. It's "10-ft.-diameter hemisphere around the caster" only, not 10-ft.-diameter hemisphere "around the caster only".

It means you can't use the flat plane walls of force, just the hemisphere version.

You've parsed the text incorrectly. It's {10-ft.-diameter hemisphere around the caster} {only}, not {10-ft.-diameter hemisphere} {around the caster only}.

This - updated to bracers to make the parsing clearer.
