Would a "permanent" Polymorph any object effect, be able to be dispelled via dispel magic or a similar effect or cause the target to revert to his original form when exposed to an anti-magic field or dead magic zone? Since the duration is permanent and not-instantaneous wouldn't this be the case?

Yes, spells with a "permanent" duration can be dispelled/disjoined, including PAO.
Permanent
The energy remains as long as the effect does. This means the spell is vulnerable to dispel magic.
