Is there a collection somewhere, preferably in PDF, of the Soulmelds that were printed outside of Magic of Incarnum?

Also 3rd party melds are cool too. I have Akashic Adventures by DSP for Pathfinder 1e, are there more PF1 Veils out there as well?

So far as I know the answer is "yes - it's called Dragon Magic", probably available as a legal pdf from drivethrough.

In other words, I think those were the only two WotC books with any in.

For PF veils, besides the ones in Akashic Mysteries there's also Lost Spheres: Zodiac, City of Seven Seraphs, Akashic Realms Volumes 1 & 2 (all from Lost Spheres Publishing); Stormbound from Cobalt Sage; and Arcforge: Technology Expanded from Legendary Games. Oh, and there were a couple in DSP's April Augmented books. And the Title veils from Rajah, though those aren't very useful unless you're playing a Rajah, due to how odd they are compared to normal veils. Michael Sayre (Sslarn here on the forums) was behind all of those except the Stormbound and Rajah.

If you can't afford the books, I've got all currently published Akashic material on the Library (here's a list of all the veils (https://libraryofmetzofitz.fandom.com/wiki/Veils)). Definitely grab City of Seven Seraphs if you can, though. There's a lot of great worldbuilding in that one.

Keep an eye out on Lost Spheres and Cobalt Sage in the future, there's good Akashic stuff coming out of those folks. And there's a playtest going on right now for a class called the Fisherking (https://forums.giantitp.com/showthread.php?611091-The-Fisherking-Open-Playtest) which I'm interested in.

There were a handful in an issue of Dragon. A bit of Google-fu can probably turn it up pretty quick.

Dragon 350, it seems.

You could always use the ones that we made in the forums a while back. Most of us that contributed to the threads have experience keeping things balanced to the average power level of the game in general.
