OK, my group is pretty narrow minded as to sources and we don"t really use ToB. As a result I am not nearly as familiar as I'd like to be with it. My question is about the 4th level ability lightning ricochet. Does it function like returning? Or is like I hope it is, and doesn't care if you've moved since you threw something?

Lightning Ricochet works better than you're hoping. The weapon you throw returns to you as a free action, meaning you can make iterative throwing attacks with it if you have more than 1 attack per round and you won't have a chance to move between throwing and the weapon returning to you. Returning, explicitly, only returns your weapon to you at the beginning of your next turn, i.e.e. next round.
