Some undead require a degree of GM fiat to create. For example, there isn't a spell that can create vampires except for (a) Epic magic or (b) using a ritual/unsafe wish per Savage Species, both of which will need GM approval (or at the very least, a lack of GM screw.)

the spells Create Undead and Create Greater Undead will both give you some moderately powerful minions.

This (https://forums.giantitp.com/showthread.php?474935-3-5-Undead-list) thread should give you ideas on what you can make.

I once had a DM that ruled that any ability/spell that could create a mummy could apply the "mummified creature" template as well, which would allow for some variety of powerful undead.

Shrouds of the Unholy (http://archive.wizards.com/dnd/article.asp?x=dnd/dx20021031x) allow to create (by the literal RAW) any Undead

3.0, so your DM can (and definitely should) make adjustments.

Some ideas: create undead may be used to animate juju zombies (UE), subverted psion (Web) may animate tainted minions, and summon shadows, a caller in darkness or even a dread wraith.

Ghostwalk have Flesh of Orcus wondrous item; those who eat it and fail Fort save (DC 22) die and rise as a vampire (or Monstrous Vampire) the next night; 6000 gp for vampirism; also, it's craftable
