You can draw a hidden weapon as a standard action. If your enemy is distracted or fails an opposed spot check they're considered flat-footed for your first attack with that weapon. You can turn this into a free action by taking a -20 penalty. You can make a pretty effective throwing build with that, as every thrown weapon(like a dagger) is drawn and then thrown individually. Some feats and items can help, notably the Master Pickpocket reduces the penalty for a free action to -10.

The same feat lets you steal anything not held from an opponent, which includes spell component pouches, belts, cloaks, necklaces and coin purses. If you pump Sleight of Hand a lot, you can effectively strip someone naked as a free action.

That is the perfect reason to go and get fancy with Delayed Blast Fireball. Just remember to put the detonation on the high end so that you and your thief character have plenty of time to get away even if the one turn early detonation does happen.

There isn't one...the closest might be the Mosquito's Bite skill trick from Complete Scoundrel (p87)

You need 12 ranks in Sleight of Hand first



If you use a light weapon to hit a flat-footed opponent, you can choose to have the opponent not realize that it has been hit until the start of your next turn. Instead, that opponent reacts as if you had attacked and missed.

Using this skill trick doesn't require an action on your part.

This trick doesn't allow the opponent to ignore any of the other effects of your attack, such as ability damage from poison on your blade or falling unconscious when reduced to fewer than 0 hit points.

Bluff is the skill you want for delivering a sneak attack using a skill.

But if you are being creative about it, I don't see why a DM wouldn't allow you to use some rules to allow a dagger to deliver a sneak attack as part of palming a dagger-sized object.
