Here's and ritual hex

So one of my players wants to use "Beseech the patreon" to gain a major hex at level 7 which he would only gain access to them by level 10 or above, can he use this ritual to gain a hex for 24 hours that is 3 levels higher than he can normally cast? Or does the level that the hex can normally be taken apart of the prerequisites needed to take the hex using this ritual

The caster gains access to one additional hex for which she qualifies.

Increasing the DC to obtain a major or grand hex only works if you actually have access to major and grand hexes (i.e. you have those class features.) You can't get those at level 7.

Yup. More importantly though, keep in mind what the patreon represents. Ultimately it is your choice as a gm. By raw, they can only get hexes they qualify for. But with the right story, a gm may bypass that.
