I've heard that Pathfinder is considered to have a slightly higher base power level than 3.5e. Is the Dhampir race in Pathfinder equivalent to an LA +0 race in 3.5e? The DM is porting over the Gunslinger, but seems to be reticent to include anything else, and I'm not keen on eating the +2 LA that the half-vampire template imparts.

Shouldn't be. I wouldn't say that a Dhampir is any stronger than a Lesser Tiefling.

Most 3.5 LA 0 races have 1 stat increase and 1 decrease, so you may want to remove one for the Dhampir if you're planning to port it back. Personally I would leave the Cha boost intact since there are so few 3.5 races with that.

Aren't there, like, 3 or 4 different writeups for half-vampires or lesser-vampires or similar in 3.5e's history, even ignoring Dragon Magazine?

Yes, but all have LA of one description or another. The most accessable is the Half Vampire template which is +2

If your DM won't let you port it, you might consider using the Half-Undead Gheden template (+1 LA) on an LA+0 race, or the Death-Touched race (+1 LA) for similar flavor

Lessee....
Gheden, Dragon Magazine 313
Half-Vampire, Libris Mortis
Katane, Dragon Magazine 313
Those seem to be the main ones?
