I am working on a op-fu build and need ancestral relic to ensure that I get a ring of sustenance at early levels.

I need help pricing out the following costs of abilities that I would like to add to it.

The Orange ioun stone ability (30k).
+2 cha
+3 wis
+2 con if possible.

I'd like the stat increases to be in effect by level 15 and the ioun stone ability by level 17.

Page numbers and advice appreciated. Like do I apply the 1.5 for nonstandard body part? How do I calculate the multiple abilities?

If I remember correctly: if something takes up a body slot (like +stats), and it’s in the wrong slot, x1.5 price; if it’s in no slot x2 price. (ioun stone +2 wis costs double periapt +2 wis).

Odd stat bonuses are not normally used, because they provide a different benefit to people with odd stats (+1 modifier for even, +2 for odd)

For multiple abilities, add 50% to the price of everything except the most expensive ability (some things don’t suffer from this surcharge, such as +stats, check the MIC for others)

Since the ioun stone is going from no slot (x2 price) to body slot, you cut the price in half. That's the most expensive out of all the abilities, so use that as the base. Then add the ring of sustenance at x1.5 for adding a second ability to the first. Then add all the stat mods at the standard cost, since they're common item abilities.

Out of curiosity, could we get a preview of what the build is predicated on?

Two main options.

1. Instead of the orange prism ioun stone, use the ring of arcane might, since it already uses the ring slot.
2. Instead of the ring of sustenance, use the clear spindle ioun stone, and have all the abilities be ioun stones.

I recommend the first option as it should be cheaper. Either way, you'll be on the hook for 8k each for the +2 stat bonuses, double the normal cost for being slotless. You can't use the MIC rules to make them cheaper, since they're in the wrong body slot. You can't have a +3 bonus to Wisdom, so you can either drop it to +2 and pay 8k or boost it to +4 and pay 32k.

So let's work it out. At level 4, you can afford the ring of sustenance. You can add +2 stat bonuses at levels 7, 9, and 11. Then you can add the ring of arcane might at level 13. The total market price would be 47,750 gp. You could still upgrade the Wisdom bonus to +4 by level 15.

What is the relic's base item? Is it a ring? A glove? A bracelet? A held item?

DMG p288 sidebar, Body Slot Affinities. If the effect is on a body slot it doesn't have an affinity for, that effect costs 50% more. Note that the ring slot isn't listed there, it's generally a catch-all for any effect not listed there, or it could be a premium slot that has an affinity for every type of effect.

DMG p282 sidebar, Magic Item Gold Piece Values. This has two mutually exclusive considerations:

1. If a slotless item has multiple similar abilities, many of those gain a discount, but all of the abilities that would normally be slotted are at x2 for becoming slotless.
2. If a slotted item has multiple abilities, regardless of similarity, all but the most expensive one cost 50% more.

DMG p285 has the notorious Table 7-33: Estimating Magic Item Gold Piece Values, which is technically only a guideline for a DM to use when determining how a custom item should be priced. This guideline status can also be applied to the above sidebars as well. So the final answer on this is going to be "Ask your DM," but we can come up with a close estimate:

Slotless:
Orange Prism Ioun Stone (30,000 gp)
Ring of Sustenance (2,500 gp, x2 slotless, no discount for similarity, total 5,000 gp)
+2 Enhancement to Charisma (bonus squared x 1000 gp, x2 for slotless, no discount for similarity, total 8,000 gp)
+3 Enhancement to Wisdom (bonus squared x 1000 gp, x2 for slotless, no discount for similarity, total 18,000 gp)
+2 Enhancement to Constitution (bonus squared x 1000 gp, x2 for slotless, no discount for similarity, total 8,000 gp)

Slotted:
Orange Prism Ioun Stone (Remove the x2 slotless markup, 15,000 gp if in the appropriate slot, if not in the appropriate item slot 22,500 gp)
Ring of Sustenance (2,500 gp, if added in addition to other effects 3,750 gp, if also not in the appropriate item slot 5,625 gp)
+2 Enhancement to Charisma (4,000 gp, if added in addition to other effects 6,000 gp, if also not in the appropriate item slot 9,000 gp)
+3 Enhancement to Wisdom (9,000 gp, if added in addition to other effects 13,500 gp, if also not in the appropriate item slot 20,250 gp)
+2 Enhancement to Constitution (4,000 gp, if added in addition to other effects 6,000 gp, if also not in the appropriate item slot 9,000 gp)

So if it's a ring, the Ioun Stone would have an affinity for that slot per the Ring of Arcane Might in CA, as would the Ring of Sustenance. Whether an enhancement to an ability score would have an affinity for that slot or not is entirely up to your DM, but since no currently published rings can do that, we'll assume those do not have an affinity for that slot.

Ring of Sustenance: 2,500 gp (minimum 4th)
Ring of Sustenance plus +2 Enhancement to one ability score: (Sustenance at x1.5 for additional effect, Enhancement at x1.5 for non-affinity) 9,750 gp (minimum 8th)
Ring of Sustenance plus +3 Enhancement to one ability score: (Sustenance at x1.5 for additional effect, Enhancement at x1.5 for non-affinity) 17,250 gp (minimum 9th)
Ring of Sustenance plus Orange Prism Ioun Stone: (Sustenance at x1.5 for additional effect) 18,750 gp (minimum 10th)
Ring of Sustenance plus Orange Prism Ioun Stone plus +2 Enhancement to one ability score: 27,750 gp (minimum 11th)
Ring of Sustenance plus Orange Prism Ioun Stone plus +2 Enhancement to two ability scores: 36,750 gp (minimum 12th)
Ring of Sustenance plus Orange Prism Ioun Stone plus +3 Enhancement to one ability score: 39,000 gp (minimum 12th)
Ring of Sustenance plus Orange Prism Ioun Stone plus one +2 Enhancement plus one +3 Enhancement: 48,000 gp (minimum 13th)
Ring of Sustenance plus Orange Prism Ioun Stone plus two +2 Enhancements plus one +3 Enhancement: 57,000 gp (minimum 14th)
Ring of Sustenance plus Orange Prism Ioun Stone plus two +2 Enhancements plus one +3 Enhancement plus Ring of Anticipation (DotU) plus Ring of Arming (MIC): 73,500 gp (minimum 14th)

By the wyrms of the north, if you're so ardent about it, perhaps try drawing from the land some healthful rest by which to fortify your rapid metabolism of this sort of thing. Try resting under the healing hymn of the sublime chord of an elysian thrush, you child of the night, you. But don't overchannel your cerebrex, as you as it might consume your body fuel.
