I can't quite recall if the creature i'm thinking of is from third party material or not, although it likely is, but i was wondering if anyone had a clue as to any creatures that have this ability? Specifically this and not contingent on a charge or the like.
Any help would be greatly appreciated
Are you thinking of the hydra (https://www.d20srd.org/srd/monsters/hydra.htm)?

close but not quite
If what you need is "full attack + move action in a single round", Choker (http://www.d20srd.org/srd/monsters/choker.htm) can take an extra move action or standard action per turn.
So you can full attack and then take a move action (or even a standard action) in a single round.

Okay. What's wrong about it? If you're thinking of a certain monster that you know isn't the hydra, what else do you know about that certain monster you remember? Give us some hints, here!

Maybe it was the Cuprilach Rilmani from Fiend Folio, p.142?

The Guulvorg from MMV has an ability called Quick Tail which allows it to attack with its Bite and Tail as a standard action, which is equivalent to its full attack.
