I think there's a dragon- lich type thing in Forgotten Realms

A Dustform(Sandstorm) Dragon would be a construct in the shape of a Dragon with its breath weapon (albeit altered), and I'm not seeing anything that would cause it to lose its flight speed. It however is fairly easy to destroy so might not be suitable for your purposes.

Here's my quick and dirty "downgrade" of the stat block:

Sardorian Golem, Lesser

Small Construct
Hit Dice: 10d10+10 (65hp)
Initiative: +2
Speed: 30 ft. (6 squares); fly 60 ft. (average)
Armor Class: 22 (+1 size, +2 Dex, +9 natural), touch 13, flat-footed 20
Base Attack/Grapple: +7/+7
Attack: Bite +12 melee (1d6+4)
Full Attack: Bite +12 melee (1d6+4) and 2 claws +7 melee (1d4+2) and 2 wings +7 melee (1d3+2) and tail slap +7 melee (1d4+2)
Space/Reach: 5 ft./5 ft.
Special Attacks: Breath weapon
Special Qualities: Construct traits, damage reduction 5/magic and adamantine, darkvision 60 ft., immunity to magic and psionics, low-light vision
Saves: Fort +3, Ref +5, Will +4
Abilities: Str 19, Dex 14, Con --, Int --, Wis 13, Cha 15
Environment: Any

Breath Weapons (Su): This cone-shaped breath weapon is a mixture of force, fire, and brilliant light, and it extends out 40 feet. The breath deals 3d8 points of force damage and 3d8 points of fire damage (Reflex DC 15 half). Any creature that fails its Reflex save is also blinded for 1d4 rounds. The golem's creator can direct it to deal nonlethal damage with the force portion of the damage. The golem must wait 1d4 rounds before it can use its breath weapon again. The save DC is Charisma-based.


You might want to double check for math errors. Also, you might want to consider removing the wing and tail attacks.
