Depending on build, you should be able to create a serviceable facsimile of most monster manual creatures.

Basic idea is you choose a race for a suite of abilities that match your monster concept, and then layer on from the class. Subclasses assign a kind of MO. It seems to make options that are comparable to PC classes rather than trying to 1 for 1 the CR system the way old Savage Species did. At a glance the sample builds generally trade defense for offense and by having the defensive options scale on proficiency you can have a high AC without having absurdly high AC until late game if that's your focus.

It will never be for all DMs but for those that don't mind letting their players stretch the concept of what a PC can be, I think it does the job.
