I'm playing one at the moment and its reasonably strong at lowish levels. Ranger abilities haven't tailed off yet and I have a lot of new powerful abilities/spells/stuff.

I personally have been having a lot of fun with it but I don't think I've been dominating the table or anything. I'd say its fine.

I've implemented both in my games, and they don't seem to hurt. Having hunter's mark not count against their spells known, and being able to cast it at first level w/o using spell slots - just that by itself is fantastic.
