I vaguely remember one of WotC's articles had a spell that told the mechanical functions of a technological item, but can't for th life of me remember that spell or where it was from. Does anyone have the link? Or know of similar printed things? Pf equivalents?

Im pretty sure you can do that with Identify.

Scholar's Touch (Races of Destiny) lets you read a book by touching it.

Master's Touch (Spell Compendium) gives you proficiency with one object you're touching.


Neither are web-printed but both of them seem to partially match what you're looking for.

Could it be that you confuse it with a d20 modern spell? I'm not aware of something specific for technology in 3.5, but I know multiple spells that can apply to the situation as mentioned above.
