Small Question Regarding Revenant Subrace (Unearthed Arcana)

Just a small question to get things settled. The Revenant subrace from the Gothic Heroes Unearthed Arcana (https://media.dnd.wizards.com/upload/articles/UA%20Gothic%20Characters.pdf)has an ability called "Relentless Nature". One of the effects of this ability is as follows:

"If you are below half your hit point maximum at the start of your turn, you regain 1 hit point."

Does this ability activate when at or below 0 hit points (I know you can't technically be below 0 hit points if you are not dead)?

The wording would seem so and as it's UA that's probably the case, suits the theme of the subrace but definitely check in with the DM.
