Jackal, an officer of the PRT stood at the edge of Cleracville. The rain had soaked through his costume and now the wind cut straight through his skin. Between the evacuation, the fight and the hours of hunting after it all it had been a long ****ing day.

The bright side? Bolting was on his way to the Birdcage. That villain had deserved it long ago but the people powerful enough to put him there had been busy. Now he was out of Salsdale and on his way to a proper sentence.

The downside? Salsdale was being left in a tailspin. There was no doubt that Bolting had kept other Parahuman gangs down, and Jackal and the rest of the PRT didn't have time to stick around and clean every small mess up. Hell, there were still some member's of Bolting's Gang in Cleracville, huddled up in some under-construction house, but Jackal didn't have time for that, felt like he didn't have time for anything these days.

It's been a month since all that happened.

The Dream Team, the Anti-Parahuman League and the remnant's of Bolting's Gang have all staked a claim some place in the city. Along with just over half a dozen other Parahuman Syndicates that have yet to properly announce themselves. Salsdale is a city ripe for a new supervillain group, and the game is on to see who steps up.




Static in the Air:


Lighting split the sky and Klay took a deep breath. Lighting used to be reassuring, lighting used to mean that the gang was unstoppable. Now it just meant she was wet.

Klay’s informant, a homeless man named James Carter, was late. He’d been feeding her info for the past two weeks in exchange for a hot meal and two bottles of mediocre whiskey and he hadn’t been late once.

Booming thunder echoed around the Cleracville, shaking the unfinished houses.

James Carter showed up at the end of the street, jogging and soaked. His beanie stuck to his head and his bead dripped water. It took an eternity for him to make it all the way down the street to Klay.

“Late,” the Parahuman commented as James got within whisper distance. The homeless man winced at the word, he’d probably seen Klay hurt people for less, but this time she just sighed, “what do you have?”

“Sorry,” James squeaked out, “bike broke.”

“I’ll get you another, talk.”

James shivered in the rain and then started spilling every bean he owned. “Weird guy is spreading again. Cicada or somethin’ has a branch here now. Ol’ Billie said she heard some people talking about a villain team with a podcast or somethin’. Can’t remember the main. A little drink might-“ James cut himself off as the ground under his feet shifted.

“Talk first,” Klay ordered as she relaxed her grip on the ground under James, “then you can have a drink. They’re in the car.”
James outlined the rest of the news he’d heard around the city, answering the occasional question from Klay as he did. The information was scattered and from a drunk, but it was information. Fifteen minutes later, James had his takeout with Whiskey, and Klay got back in the car they’d taken to the meeting.

“Home,” she said to the chauffeur. She had some letters to send. The vultures were circling and the insects were coming out of the woodwork, she needed to remind them that Bolting wasn’t dead yet.



We’re all in this together.


“Jenna Rowland calling?” Headline said to nobody from her little bedroom in suburbia, “ugh, I don’t-“ she stopped herself, the phone had rung three times and that meant she had two more to pick up. She wasn’t about to not pick up the phone, no matter how much she just wanted to be texted.

“Ohmygod ohmygod ohmygod so-“ Jenna started, “I was talking to Brit who was talking to Anika who’d been texting Lex and Lex said that her Dad was going to be delivering like 20 cool cars to the SPC dealership this weekend and I was like thinking that it was the perfect time for us to go shopping for a new ride.”

“No way,” Headline answered, “I totes agree that’s such a good idea it’s gonna be So. Much. Fun.” She paused for half a second even though she knew what she was going to ask, “Omg did you talk to Tiff?”

“Girl did you think I would forget?” Jenna asked.

“Knew you wouldn’t.”

“So Tiff’s brother was the guy who had a friend telling him about these blood people. I don’t know it’s like a cult, but they offered him a ton of cash to run through a maze and ****.”

“Totes weird.”

“So I asked her to ask her brother to as his friend if there was more info on what was like, going on with that but Tiff hasn’t texted me back even though I know she’s totally read it and-“

“Is Tiff’s brother the cute one? Dom or something?”

“Yeah that’s him, he’s got,”

“Dreamy eyes,” the pair said in unison.

“Okay,” Headline continued, “I’m going to find him on Tinder.”

“Jelly, he’d totes swipe right but my parents don’t let me use Tinder.”

“OMG that’s so unfair,” Headline pointed out, “get me Tiff’s brother’s friend’s number and I’ll totes find you a second phone for swipin’”

“Really?” Jenna asked, “you’re like my bestie Headline.”

“Anything for one of the girls,” Headline answered, “I gotta run okay, kisses!”

“Bye bye!” Jenna said from the other side. Headline ended the call and opened up her contacts. There was someone in there who knew something about those new people in the city, and she was going to offer everyone that new Jeffery Star palate for the information.




Somewhere in Cashore

Jailbird took a deep breath and looked at the pins on the Map that Output had made. They’d known there were Parahumans in the city that weren’t part of Bolting’s gang, they’d just hoped that there wouldn’t be this many.

First thing was going to be finding the ones that were sympathetic, and then second thing was going to be sweeping the rest of the city.
Output didn’t have any time for words, so Jailbird didn’t offer any.

It's been a rainy weekend in Salsdale, and rumors are starting to float about new villains appearing in Bolting's Wake. The Local Police are on edge, and it seems like it's going to be a deciding season in how the city is split.


GLOBAL EVENT: UNDER NEW MANAGEMENT

The city is filled with unclaimed territory like never before. Businesses and families are breathing a rare sigh of relief. It's time to take their breath away.

Neutral Territories are Easier to take this turn, but give less as locals are drained of supplies.

Effects:

It costs: 5 STR, 6 ESP, 6 LOY/ FEAR or 8 SOC to Capture a territory this turn rather than the normal cost.

You only gain 2 resources at random for taking neutral territory this turn.

You are less likely to 'Encounter Resistance' when capturing a territory.



GLOBAL EVENT: THE A PRECINCT UNDER FIRE


The Police are on edge and trying to keep the city from slipping from their grasp again.

Effects:

Raised chance of 'Parahuman injured' complication on Heist, Capture / Conquest and Attack Actions.




Because we're all starting and as such have less to figure out, the Black Market and Heists will be posted MONDAY JUNE 15th with a deadline of WEDNESDAY JUNE 17th for submitting Midturn Actions.

The elevator sped through the earth. It had been moving for a few minutes now. There were only two floors: the one on which the two men got on, and the one on which the two men disembarked. The space within the lift was filled with a comfortable, familiar silence. The two men had been working together for some time, and they had long since dispensed with most forms of small talk. Neither of them really needed to know that much more about the other. They were just here to do a job and get paid.

After some time, the elevator ground to a halt. After the scanner had verified that neither of them were carrying any decontaminants – the same safety feature they had to go through before they got on the lift – the doors opened with a pneumatic hiss.

The air beyond smelled faintly of bleach and other cleaning agents, remnants of the latest cleaning crew they'd hired after the most recent recruitment drive. The hallway was empty.

"So," the first man – the younger of the two, messy dark hair around his shoulders – said, "you think he'll be in this week?"

"Nah," replied the second, a taller blond. "The last time I saw him, he was still pretty into that lawyer chick in 18B, the one we cloned for him. My guess is, he's taking his time with her." Both of the men walked as they chatted, making sure to double check all of the locks as they passed through the facility. Most of the safeguards were old school - basic electric keycode locks, but they changed them every two days. Like everything else here, it was the product of a careful mind.

"Really? I'd have thought he'd be bored of her by now."

"Tell you what: I'll put down ten thousand that he won't be back before Sunday. She's exactly his type, you know." The comment earned an easy laugh from the first man, displaying a set of silvered teeth.

"You've got yourself a deal." As the first man spoke, the second man pulled out his notebook and started a new heading – 72A – and today's date. They had arrived at the first door.

"Please… just let me out…" The words were little more than a whisper, echoing over the speakers built into the cell's lining. Through the miniature camera on the wall, the two men watched the figure in the box as he stood up from where he lay on the floor to stand near the door. The surface of a few suspect puddles glinted in the light of the console, causing the second man to make a face.

"Looks like 72A's sleep patterns are off schedule again. Go for a full dose this time?"

"Yeah," the first man agreed as he cranked a dial on the control panel, and watched as the cell filled with gas. Before too long, the subject fell unconscious. That done, the two men entered the cell. All banter between them had ceased: there were vitals to check, brain waves to monitor, and diets to maintain. After the changes, of course.

The first man leaned down, the tips of his fingers suddenly bristling with long bulbous needles, while his partner closed his eyes and put his hands over the forehead of the sleeping man.

"I'll crank down the receptors from the emygdala first. He wanted another guardian, right? That's... 15% pain and fear receptors?"

"Exactly. Just enough so that the subject still knows that it's happening and can tap into their adrenal glands." Smirking, the first man inserted several needles right into the sleeping subject's carotid artery. "Speaking of which..."

The work wasn't ever easy. Taking apart a person and putting them back together took time and precision, but thankfully Mr. Bough and Mr. Drowsing had enough of both to spare. Cell by cell, floor by floor, they would get to all of it. The whole complex was overdue.

It was going to be a long week.

Hi Dissent,

I'm sorry for contacting you on this number, but the rest of my people are getting in touch with prospective neighbors and we wanted to be the first to tell you that we don't plan on getting in the way of any of your expansion efforts south-east of the river. By all means, push your people into Tech Park and even up into SPC if you want, and just about everything south. It's all yours. Just don't cross the river, and we should be fine.

I know that you have people that could f*ck us up, but the same is true of us. It does neither of us any good to get involved in a turf war when there's good clean fun to be had elsewhere. I think you have some animal lovers in your zone who may get irksome, not to mention the infection to the south-west that will likely grow into a serious threat. I'm not going to tell you how to run your business, but a war with us with those threats on your door seems unproductive, when we're perfectly willing to set clear boundaries and leave each other alone.

First, I know it's super not chill for me to be texting u, but the cape life's all about the unorthodox. I'll start by saying that me and my people don't have any plans to call on u. Coming after u girls is basically asking to get nuked by everyone else in Salsdale, and we r not that dumb.

Why don't you talk to Headline and we can find a way to come to a (profesh!!) arrangement? We've got some ideas for splitting up turf and staying out of each others' way. Talk 2 Headline 4 me plz & thx! :smallsmile:

The setting sun streamed through the cracks around the boarded-up window. The warehouse had fallen into disrepair, which made it an excellent place for Cicada to set up their base of operations. To an outside observer, there would have been no signs of activity. On the inside, however, it had been converted into a state-of-the-art facility. Except, apparently, for the lack of air-conditioning.

Impostor scowled, rubbing her neck absentmindedly, feeling the stubble. She had never quite gotten used to the feeling of an adam’s apple. Still, people were always less likely to suspect her when she was wearing the body of a man. Given the situation in Salsdale, caution was most certainly warranted.

Cicada’s initial intelligence had been flawed. She hated to admit it, but it was true. They had expected a few parahuman factions to vie for control, of course but the presence of so many outsiders had complicated the situation immensely. Instead of setting up in the commercial sector, the presence of Orchard - damn them - had made that too much of a risk. Instead, they had set up in the Trainyards, trusting in the Anti-Parahuman League’s reputation to keep the area clear of other threats.

Still, if there was one thing that Cicada expected of its operatives, it was adaptability.

She reached down and pulled out her cell phone, which was a burner, of course. Reference Check was out making connections, “introducing” himself to community members and railway operatives and putting his power to use. It would give them a good understanding on anything that the various gangs were smuggling in by train. The two of them had worked together for close to four years, now. She grinned to herself. It was just as likely that they’d met a month ago, when they’d received the assignment. It didn’t matter. She trusted Cicada, and so she trusted him. He would do the same.

There was a click, indicating that he’d picked up. Her words were crisp and imperious. “Impala Six Two Nine.”

Reference Check’s voice filled her ear, rich and warm. “Gazelle Eight Four One. What news?”

She ran her hands through her short-cropped hair. “Let me fill you in….”

Excoriate stood on the roof of the Central Station. It was stupid, she knew. Anyone could spot her, and she wouldn’t be able to heal herself if she fell. But she needed to see the city, needed to understand what they were fighting to control.

It had seen better days, no doubt. Bolting’s control had been violent, from her understanding, and conflict had left its mark. Would that she could heal those so easily.

She had considered a career in the Protectorate. Her family had certainly expected it, once she’d triggered. They had been shocked when she shot it down. She had wanted control, and being beholden to the PRT was anything but. Sure, Cicada had demands, but she’d show them that she had what it takes. Once she was in charge, she’d put a stop to the needless squabbles between heroes and villains. Everything could be cleaner. Purer.

She looked down at her clenched fists, which were exuding silver flames. She’d change things. They’d see.

It would start with Salsdale.

The park had always been the default location for what outdoor performances and events a city like Salsdale managed to attract, though for obvious reasons recent years had not been good for the city’s cultural scene. This summer, at least, the old concert ground was getting some use.

In the tradition of these things, in terms of quality it was very loud. There were a dozen bands with three drummers between them, but enough creative profanity in their names to make up for it. Despite the rain, several hundred were spending their Saturday evening crowded around a thoroughly makeshift stage. After all, it wasn’t often that the star attraction was one of the city’s more prominent slumlords.

The crowd-universally wearing bandanas and masks, of course-went wild as Spotlight walked onto the stage, dressed in the bright circus’ ringmaster’s attire and maniacally joyful mask she generally wore in performances like this. Dragged behind her was a thoroughly terrified and bedraggled man, his suit torn and flesh bruised in a dozen different places.

Tapping the mic under her mask, the cape began her dramatic oration as the unfortunate was forced to his knees in the centre of the stage, three different spotlights and many more cameras all pointing directly at him.

A group of rough-looking people had gathered inside what had originally been a garage. There were still a few vehicles, but most of the space had been taken over by clothing and equipment racks, chairs and most significantly a wooden stage. Atop the stage, a man covered in what looked like a brass-coloured version of a medieval knight's armour paced.

"Look at this. You've all heard from Klay, right? 'Our city', they say. 'Welcome', as if we hadn't been here before they ever showed up? Without Bolting, Klay is nothing. We got a dozen new players popping up all over the city, interest from abroad even now that there's free turf. Well, that free turf is going to be gone fast, and I'll be damned if we don't get our share. Whatever status quo we end up in after this scramble, I intend to make it so the Unshadowed is on top, ya hear me?"

With a chorus of cheers and 'Yeah!'s, the crowd apparently considers the symbolic motivational speech over.

"All right then. Most of the real nasty business is going on northside. We're not cops, we don't need to poke our ***** into that nest of hornets and I pity whoever does. Right now, I want Dennis and Pickle to make sure the locals here know that we're not only their only option, but also the best option. We're like Bolting, but less crazy and violent. They'll pick the old style of a 'business tax' and no trouble over all the freaks showing up in town in a heartbeat. I'd bet most of the local parahumans feel the same way, at least if given the right incentive. So Sherry, Nink, you're on recruitment - cape and otherwise. We're going to need new blood. The rest of you have your old duties - keep our streets clean, keep an eye on the south and make sure the new guys have everything screwed on right. Got it? Good. A tall, lanky guy hops on to the stage while the others split up into smaller groups, conversations beginning to fill up the room. There is an energy to the Unshadowed that there never was to the Brass Knuckles before. It's the boomtown air, the scent of opportunity and danger. Things are going to change, and these people are willing to gamble their lives on how the dice fall.

As to your question, it certainly is possible to restrain and control parahumans. In the vast majority of cases, there are only a few physical difference between a cape and an unpowered person. Our methods are therefore just as valid against them as they would be anyone else. Should the APL and Orchard come to an arrangement, we might be able to arrange to send you some free samples. To begin with, we are open to discussions of non-interference.

He slaps a newspaper down in between the three of them. "We really need to get our PR guys on this. I'm tired of being called Bloodbath in the tabloids. It looks really bad. We already have trouble with image thanks to the blood mists. We need good name brands."

He shakes his hand after that though and tosses the newspaper to the side. "Thats minor though. Really what we need to talk about is expansion and neighbors. Should we lay low and focus on expanding. Run a job to help fund expansion. Hit another gang or an unassociated area? Thoughts?"

Autarch shrugs and then his eyes sharpens and he twists, throwing the spear that had been resting on his shoulders towards a pair that had been slacking off. It hammers into the floor, cutting through the wood with ease and shocking the pair. The tall svelte man glares at them until they pick up the pace and he re summons back his spear to rest on his shoulders again. "Well I think we shouldn't slack off on the jobs, that let's us keep our group sharp and brings in resources we need to keep up the training and payments we need. It shouldn't take too much of the resources we need for expansion anyway. I'll take charge of any jobs so we can move some of the manpower to expansion."

Pointblank shrugs, the thick scarred man not really paying attention. "Well im for expansion personally. We need more room and resources. I'm tired of using this second grade gear right now. If we get some more power we can get some proper tinker gear."

Miasma nods along to both, watching the 30 odd men and women duking it out in pairs. With him watching they were each striving their hardest. He made note of circle 11, the man and women in it were very impressive. He would mention it to Autarch, they would be solid additions to the gang proper.

"I'll let you both know. I'm going to go do some training."

He head to the warehouse they use for the final trial, the abandoned slaughterhouse. If he wanted to train with his powers it was hard to do just anywhere. He did tend to leave a mess.

He ran the maze a few times with the fog. Did search and destroy runs, locating randomly placed dummy in the fog and doing some boxing with each. Then he ended with a clean up and boxing after he had slicked off most of the blood.

He still wasn't too sure. He sits on the roof of the warehouse, looking over the territory they had painstakingly cut out for themselves. They had worked hard, under the boot of Bolting to get this. If they couldnt do better with the old bastard away then they didnt deserve the shot. Jobs, expansion, duking it out with rivals.

He grins a sharks smile as he smells the blood in the water of this city.

They could do it all.

About Mike, well, think of it this way. We've got an event south side of the river, new class, whatever. Everybody who's anybody is showing up. We know a few people but obviously we need to figure out who's gonna be the queen of the show and who's gonna be dating whom. There's this one kid in the corner, we've heard some weird stories but don't want to be mean so we send them a message. Just the usual hey lets chat we could be friends maybe? And the reply is them ripping our entire chatlogs from our phone, not just with them but with everyone, and posting them publically to the entire crowd.

Game Heists:

The Scale for difficulty is Simple (Low Stat Requirement) - Proper (3 - 6 Stats normally) - Dangerous (7 - 11 or other requirements) or - Risky (7 -15 and other requirements) - Deadly (At least 15) - Suicide (Over 20)

1. Only the Faction with the highest Social Connections (Cicada) learns what this means for that particular heist.

2. You submit the actions for midturn to me like an EoT, so you let me know how much you are committing to the Heist.

Local Heists (outside of weird circumstances) have known difficulties.

A link to a video message is posted to a number of prominent message boards in the local underground and given directly to some contacts in the seedier bars to ensure a wide reach.

On it is a figure in a mostly utilitarian costume of dark fabric with painted metallic plates providing armouring to the most vital spots. On the breastplate there's an etching with gold sheen, depicting a sun either rising or setting behind what on first glance is a set of hills with arrows pointing outwards from them, but to those informed is a version of the old Brass Knuckles logo.

"Greetings. If you don't know me, I'm Dissent of the Unshadowed. I am here to provide some light upon a number of recent events.

We make our homes south of the river, as we always have. There's a risk that with the current power vacuum things will be more chaotic in Salsdale for a while, and naturally as good citizens we'd like to ensure that at least our region remains quiet. So we reached out to people nearby to ask everyone to keep their heads calm.

Now, given the leaflets they've dropped, I would guess that all of you are now aware of Forequest if you weren't before. He makes his home nearby, so he was one of the people we reached out to for a peaceful solution.

Their response was to spurn our communication and instead make what appeared a clear threat by making public our attempts at making peace - there's little other reason to do so than to make clear to us and everyone that they've infiltrated significant sections of the city and its organizations. But with the language employed in the response being uncertain, I made the decision to attempt a little test to see if it was just miscommunication after all rather than a signal of aggressive intent.

So, we sent another message to them asking to clarify their position. In addition, we sent a few more messages to organizations nearby, knowing they would be read and making clear in them that we only wished to avoid conflict and hoped to be able to reach out to Forequest peacefully, but that the act of espionage they had performed was worrying in nature and that if it was not simply a mistake then we considered it surprisingly, and dangerously, aggressive.

The end result of this test was telling. Not only did they repeat the snub of ignoring our direct effort at communication, not only did they read our messages again and once more make them public, but they specifically chose the most controversial recipient of messages, the APL, to publish - having not found anything to use in the content of the messages themselves to paint us with, and likely knowing that forgeries would be simple to catch by other less overt members of our community, they attempted to manipulate public perception by making it seem as though we were reaching out only to the APL rather than everyone in the general area, and so make such an attempt look less like an attempt at peaceful mediation and more a taking of sides.

Clearly, there is no innocent reason behind this. Were their intentions peaceful, there would be no reason not to respond to our attempts of making peace, to allay our clearly conveyed worries or at the very least to not repeat the offense that originally caused such tension. Were they simply getting our messages through some kind of chinese telephone, or were the publicization some sort of an ideological stand or a misguided attempt to defuse the situation, there would be no reason to not publish everything. The only reasons I can think of for why they would specifically attempt to manipulate the opinions of bystanders by maliciously altering the presentation of the messages involved while still protesting their own innocence are hostile.

So since it seems clear Forequest wishes for some sort of a dispute with us that they refuse to elucidate, and they are intent on dragging said dispute into the public sphere by involving not only figures in our circles but also innocent bystanders and agents of the law, causing distress and havoc in far-flung regions of the city that are not in the least related to the situation in question, we are left with no choice but to respond in kind. Perhaps one of you has a more direct line of communication to Blacker South and can offer to mediate. Regardless, we wish to make it known that if through no fault of ours we are left with an implacable enemy, one who could be anywhere, in anyone, and who seeks to sabotage our efforts at avoiding chaos and destruction, we will act in self-defense as we see fit."

We're going to save us all some time and send this as a blast message, since the only people other than the intended recipient can read everything we send anyway. The democratization of information comes with the high price of everyone reading your mail, apparently.

Anyhow, given the time restraints and how some of you have refused our offer for understandable reasons, we are going to have to postpone our meeting. While we do hope to sit down with some of you at some point in the future to maybe arrange some Black Market bids, for now we're going to devote our energies to increasing our capabilities.

Now, onto the counter-offers we've been presented with! First is from F.E.Y., who have offered us [1 SOC] in exchange for [1 ESP]. We are prepared to ask for [1 SOC], which we think is a fair deal. We're open to keeping that as a recurring trade going forward, unless Forequest would like to offer us more for it.

Next, Orchard has reached out to us with a bargain. In exchange for [3 STR] and [3 FEAR] for the next 2 weeks as well as the potential involvement of a parahuman, we will be getting [5 ECO] and [3 SOC] from them. We accept this trade, with the caveat that they send an additional [3 SOC] next week. If and when the parahuman is needed, we may ask for more in exchange depending on the risk of the task.
Cicada, I'm sure that you already read my other correspondence, and I won't waste your time pretending otherwise. You will get your [1 ECO] as we promised you.

We are planning on dealing with you Bolting. Those of us at the Playground who believe in peaceful negotiation are prepared to offer up the required stats of [5 SOC] and [4 ECO] this week, with an additional upkeep cost of [2 ECO]. However, in return we ask that all of us here stick to the agreed upon bargain. Bolting will leave both Bringham and New Bringham alone, and let the Playground work in peace.

The Cicada operative moved through the parade crowd, slipping unnoticed between families that were waiting for the floats to come by Centretown. She was part of a mesh network that Cicada had set up in order to set up the men of the Unshadowed.

The operative was there to make sure nothing fishy was going on. There was already a plan after all, Cicada had sent Imposter to take over the body of the Parade coordinator and shoved their old body in the trunk of a car. Imposter had then set it up that members of the Unshadowed’s gang were driving some of the key floats, so they could stop the parade at the strike point.

Finally, set up by the Unshadowed, Imposter would swap with one of the people ON a float in order to say whatever they had wanted to say, that part was classified afterall.

While the Operative was waiting a young man tapped her on the shoulder, she turned around. It was a volunteer holding a sheet of paper with a QR code, “Do you want to use the app to know when the parade is coming?” he asked.

“Sure,” the operative answered, she didn’t wanna just shove the poor boy away, last thing she needed was a scene. Right now the only thing needed was for her to keep an eye out. She scanned the code, and the app store came up. She dismissed the offer to download and turned her attention to the street.

There was someone in the alley across from her, and they weren’t on Cicada’s plans. The way they were standing, the way they shifted around. They were carrying something. Maybe a weapon.

The floats came around the corner, keeping a normal pace. The operative’s phone buzzed.

Clear?

Across the street, the man shifted and the operative caught sight of an AR15 on his left side.

Not clear yet, keep it slow. was what she typed.

Clear is what sent.

“What the f-

She tried three more times, sending increasingly desperate messages to her comrades in the floats, but it’s not working. Her phone isn’t working. The front float stops where it was supposed to. She watches the man across the street pull out his weapon. Imposter was about to be right out in the open.

Imposter shakes their head as they take over the dancer on top of the second float. Moving is always a trip and a half. Changing perspectives messes with you.
“GUN!” she hears from one her agents in the crowd. There are immediate screams. Imposter ducks and a short hail of gunfire spews from an alley to her left, barely missing the Parahuman.

Panic sets into the crowd. Imposter jumps into the body of one of the fleeing citizens, a clean getaway, but the chaos is just beginning.

The Unshadowed goon gets out of the front car, looking around to try to figure out what the hell is going on. Parade music is blaring throughout the area and he can barely hear. He sees a small burst of bullets crash into a brick wall and reaches into the car for his gun.

“He has a weapon!” come the shouts from the Police officers shoving their way through the crowd. The man is shot twice and cuffed. Groaning in pain. What the hell was going on?

Engines roared over the chaos as half a dozen armored cars tore around the corner the parade was supposed to go down. The charged towards the floats, accelerating the whole way. The police officers that had cuffed the Unshadowed goon yanked him to safety as the armored cars obliterated the float and the sedan below it.

The door of the car flung open, and Police officers opened fire on whoever was inside, but a wall of clay erupted from the ground and ate the bullets.

From the rooftops, dozens of Bolting’s old thugs took up position and fired a few warning shots. The Unshadowed Goons were trapped in their cars, and the members of Cicada were stuck in the crowd.

The wall of clay shifted into a full armor suit around the woman who stepped out of the armored car and climbed onto the wreckage of the float. She grabbed the microphone Imposter had been going for before **** had hit the fan.

“Hey Salsdale,” Klay called out into the fleeing crowd as police were kept down by fire from the rooftops, “I hope you didn’t think you were free.”

Klay raised her arms and summoned walls from beneath the asphalt. The blocked escape routes.

“Bolting isn’t gone, Salsdale ain’t free. It’s just under new management.”

Klay threw away the microphone with the last word and nodded to one of her many thugs in the area.

The orders were simple. Give every member of the other Factions that didn’t escape to the Police.

Eugene Vanderstock was not a very pleasant man to work for. And, worse, had gotten so complacent in the saftey offered by Bolting’s ‘security fees’ he’d neglected to give his own detail a raise when she got taken in.

This was just one of the many things he was deeply regretting as he lay softly whimpering, a crumpled heap stairway landing. His pursuers had been three stories behind, but it was only a moment after he tripped and fell that the bare concrete next to him cracked as their leader leapt down next to him.

The cape looked like a menace, hair tangled and wild, face hidden by a bandana and welding goggles, looking more like he was dressed for a knife fight than in a costume. He was breathing hard, his eyes so bloodshot they almost seemed red.

With almost contemptuous ease he grabbed Eugene-who was not a small man-in one hand and dragged him to his feet. Just in time to slam his other into the man’s gut, hard enough he could surely hear a rib crack.

His voice sounded more like a growl than anything human as he leaned in close. ‘You should have taken the ****ing hint. This isn’t your town anymore. And it’s sure as hell not your ****ing building.”

As the half dozen toughs who’d followed him-only human, and less eager to jump thirty feet onto concrete-reached them and grabbed Eugene, the cape-Huntsman-stepped back and seemed to sag, visibly losing an inch or two of height and what seemed like most of his muscle mass. “So I’ll make it easy. Boss gave me a nice piece of paper you can sign, and then you can get up and walk the **** away. Or we can do this again with your favourite brat. Your choice.”

Trying to move his army, dimly realizing it shouldn’t be bending that way, and crying in pain, Eugene just nodded. Then “F-fine. Whatever you want. Please, just let me go-”

Moments later, a rather simple contract on a clipboard was in front of him, and a pen pressed into his hand. Hissing with pain as he scrawled something like his signature on it, he looked up. “Alright, happy?”

“Very. Now empty your pockets and get moving. You’ve got until sunup before I look for you again. And if you’re still in the Park it will not be ****ing pleasant, got it?”


And that was how F.E.Y. got their shockingly cheap penthouse HQ. All the current tenants got their rent waived for the month, so there weren’t really many complaints.

The target had been uncooperative. At first, but now he was in their custody. A parahuman who hadn't taken a cape name yet. Local.

He'd heard bad things about the APL and what could happen to Parahumans, but being local he knew a thing or two about hating capes who overstepped their bounds as well. It didn't take too much convincing for the new Cape to join their side, and his power would prove useful as well.

All capes who are targeted by the APL have more of a chance against the APL than a man with a knife does against any of your capes.

Though I suppose at least some concession from you should be considered a small victory. Which with the Remnants running around is something we need.

"Uh," Gravity Girl looked at the sports cars lined up in the underground garage. "I think purple will work." When she'd been freed from the PRT she'd seen the Cicada logos sprayed around the train station, so she'd figured she was entering a world of espionage and tricks. Something her power wouldn't have been that suited for. She'd been surprised when a team of teenage girls had broken her out, and seeing Headline's empire of villainy had made teenage swat teams seem normal.

There Gravity Girl was, in the middle of a cotton candy wonderland being asked which Lambo she wanted. Sure, the head Villain texted like a tween who'd just watched Twilight, but lavender lamberghini's were a perk, and Headline swore up and down that she'd get someone called 'The Broker' to buy Gravity Girl a proper new costume and some diamonds.

Gravity Girl could work with this. It was a different world that tragic backstories and all, but it was gonna be a blast.

"Let's go visit some of the girls," Headline said and snapped her fingers. Someone way too young for a driver's licence drove a car over and hopped out so Headline and Gravity Girl could get in. "plus Captain Abs from the Bloodborne. I don't think Cicada will mind us taking a joy ride by so we can go see him. You following him on twitter? He's Autarch."

If I was to just to send the money I plan to spend at the market in exchange for store credit as proof of how much I make, along with the social connections would it be possible to have the pass ready for the next sale?


Offering to basically guarantee I will spend the remaining money with the difference being held by them for turn 3 if I don't buy enough for some reason. That way they are guaranteed to get the money they want earlier than when they would have otherwise and I can get the pass for the next sale and not have to wait another turn.

This weekend would go down in Salsdale history.

Friday evening started pretty calm, the girls of the Dream Team moved into the Suburbs of Milton, using social contacts there and a small show of Gravity Girl and Headline to get everyone under the age of 18 there under their thumb. The Broker bought most of Janax Street. Cicada operatives swept through Olan Cross and lined the right pockets.

By Friday night the Remnants of Bolting were showing up in South Vander, throwing people against the walls and calling on every member of the old gag that had gone into hiding. The Unshadowed ran through Highbrook with Brass at the helm. The city was tense, and in a small panic.

Then Bloodmist appeared in North Vander Saturday afternoon and the fires started around the Salsdale Pacific Centre. Yalman street became a carnival of screams as citizens were terrorized into submission. The fighting continued with the last shreds of resistance finally dying down by the crack of Dawn Sunday.

For half a second, Salsdale took a breath and stock of their situation, lots of places under new management, and word was starting to get around town as to who you ‘lived under’ Things were starting to feel like the ‘new normal’. Salsdale had been under Bolting before, and at least none of these people had the power to destroy an entire building.

Sunday, evening. The first sounds of whisling jet engines came over town and the collective feeling in Salsdale was ‘what now?’
PRT Dropships tore through the clouds and several parahumans jumped off. People on the border of Blacker South said they heard the PRT members call out ‘Mike?’ and incinerate anyone who responded.

Minutes later an electric fence was put up and kill teams went out into the city looking for copies of Forequest. Signs up: He was an S Class Threat. He could not be left alone. All Forequests would be eliminated and the host would be sent to the Bird Cage.

Fires broke out, blood spilled across the ground as Blacker South become an absolute battleground, with PRT ship after PRT ship coming for dropoff.


After news spread of the weekend that Salsdale had, several of the dropships diverted to other locations. The Glen, Orchard Territory, the SPC, FEY Territory and Lily Garden, Bloodborne territory.

Whispers spread around the Police force about a possible arrival for the Remnant’s of Bolting, but the chief admits it’s not coming. They had bought immunity with the members of the other gang’s they’d handed over during the parade. They had a freebie and they were using it.

The PRT was here for Forequest, and it was going to be a long week for Salsdale.



The ‘New Parahumans’ section is a touch delayed by me making this so fast after midturn. It will be here once I have finalized recruitment with the Factions who found someone.

Michale Forequests are all around the city, even outside of the PRT killzone. Maybe you might be able to make a friend of the PRT by finding and eliminating some of the Forequests in the city.

During MIDTURN: Facitons may contribute to the ‘Elimination of Forequest’ event with STR, SOC or ESP.

LOCAL EVENT: A Tight Squeeze




Up in the North Part of Salsdale it’s suddenly become very crowded. As Factions scramble to get their lines and borders in order there are some complications with the logistics of villainy, though some may be closer to opportunities.

- It’s hard to arrange your Faction into a proper attacking formation in such a chaotic environment: Assault counts as 10 less.

- The local businesses are booming with so much being bought and spent around the city. You can support them more: You may pay 3 ECON during Mid Turn to raise any stat by 1.

As for the tinker, we can sell our toys and his time to you for building projects, nothing risky or it's extra cost. But we don't want to be helping Forequest with this, understand?

Klay surveyed the New Bringam wall. The Playground had paid handsomely to keep the Remnants out of New Bringam, and we’re going to continue to rent it from the Remnants. That being said, they hadn’t moved in yet, and that, well that was a reason to turn her wall of clay into a battering ram.

She’d just been on the phone with the Police chief as the PRT flew into town, making sure their deal stood. It would have been nice to hold onto her little “get out of jail free” card. Throw some punches, break some teeth and then cash in the favour they’d earned at the parade. But things weren’t that easy.

Bolting has been a bitch, but she’d made things easy. When Bolting was around the answer to every question was “send a threat.” It had worked for two years and then the PRT just up and decided enough was enough.

Klay sighed and pulled out her phone, there were things to coordinate, rules to set, and Meek was still nursing a bullet wound.

Into the Hornet’s Nest

Word spread quickly around Salsdale. One of the PRT vehicles that had landed in the containment zone wasn’t a dropship, or a gunship....

It was a prisoner carrier, and it was full.

Someone in that prisoner carrier needed an escort so badly, that they’d kept him with the escort when they’d been called to deal with Forequest.

Of course the PRT was distracted now, if someone could slip in there and release the fugitive, they’d likely be willing to join the people who showed up as a get-out-of-jail free card.



Into the Hornet’s Nest is Dangerous with primarily ESP requirements. Both ESP and STR are needed for completion.

There is no secondary condition for Into the Hornet’s Nest.

The winner of Into the Hornet’s Nest will recruit a powerful parahuman. (Parahuman recruitment is automatic. No rolls needed)

Parahumans cannot be injured or killed during Into the Hornet’s Nest. If they would be Injured or Killed they are instead captured by the PRT faction.

Hello, we are sending a message to you in regards to the auction. Given your operation's chances of having the PRT annoy you and your relative wealth we were wondering if you would be interested in a joint bid for the PRT protection. We will own the technology but given the unlikely nature of the PRT bothering us, we use it to stop any PRT that try to stop you. You get the benefit of buying a hard to acquire item and we get the leverage on the PRT we want.




It sounds good to us, we didn't have any plans for it particularly and we can always use more money. We need the money right away so if you join us on a joint bid for the auction with your 2 economy that works. We will also need assurance of additional compensation if any of our guards die you will either replace them or give us the the resources to replace them.

Trades happen at the end of the midturn meaning I wouldn't be able to use the economy for buying from the black market. You can assist in auctions so just join my bid with a conditional that if we are outbid, we get the economy. Similarly if you need the strength for a heist we can "assist" otherwise the strength comes in after midturn.

Between you and me, the PRT has already hit the Glen and caused tremendous damage to certain aspects of our operation. We have no intention on keeping them around for a repeat performance.

Your assumption is correct. Orchard is greatly invested in seeing the PRT gone, so we'll be committing a large portion of our resources to getting rid of Forequest and removing any reason for them to be here permanently. Nobody who can genuinely call themselves a crook would ever invite that kind of supervision. By our knowledge, F.E.Y. and the Bloodborne will likely be joining the effort to see them gone, but it might not be enough. Still, never let it be said that we were too afraid of a thing to try it.

As far as Tech Park goes, it's all yours. You have no reason to believe this yet, but Orchard doesn't break its agreements (at least when it's practical and convenient not to do so). You and F.E.Y. can fight it out for the southern districts of the city; our ambitions lie elsewhere.

A storm consumed Wednesday in Salsdale. Rain poured across the city and turned streets into a winding series of rivers.

Boots hit the ground at the back of the PRT line. Forequest had breached the barrier on the North side, and it gave a chance for the expertly trained men of the APL to breach the South end and make a push for the prison transport that had flown into the city.

The rain hid their footsteps as they danced around the PRT line, slipping a small team into the base proper of the PRT. Of course, the rain was simply helping the cloaking devices that Output had made for them. Anyone who wasn't looking for them wasn't going to be able to see them.

The prison carrier was ahead, locked. The lead agent motioned for the breach team to move forward, and three men slipped up to the carrier, affixing a charge to the door. One of them pounded on the door and yelled for the person inside to stay back. They didn't need blood on their hands if someone was going to be willing to work with them. Parahumans caused so much pain, but they could be useful…

Three. The breach team took cover.

Two. The leader pulled down his mask for the meeting.

One. There was a girly shriek in the background.

Boom.

A hail of gunfire from the 'empty' PRT vehicles followed the explosion. The APL leader dove down as the explosion echoed around the area, bullets splashed into the puddles around him, and he crawled along the ground until he could get a good look at their source.
Pink costume, pig tails, and a gun that didn't really need aimingm "Dream Team!" the leader called out to get their attention and inform his men.

"Love from Headline!" the girl giggled and turned the gun that was half her size towards the leader's cover.

"Are you kidding me?" the man growled. Headline was sending literal little girls into the PRT zone, knowing that nothing would happen if they were caught, but the APL wasn't going to play nice, some of his men were already dead.

The strike leader spun around the front of the car and raised his weapon, firing off a single bullet that slammed into the girl's chest. She dropped the gun first, then crumpled on top of the car, dropping like a rock.
"Grab the package and let's get out of here!" the strike leader called out into the darkness over the gunfire. They didn't have time to fight, and the last thing they needed was a story about them killing a group of girls in PRT territory.

The breach team ran from their cover to the carrier and peered inside. Smoke poured out of the carrier, and the far door had been blown clear off. After half a second of confusion, there was a slight cough to their right.

Suddenly the dancing gunfire around the area twisted and contorted into a melodic beat, which raised to an impossible volume and erupted out from the prison carrier. The men went flying as waves of sound crashed around.

"God, that feels good!" Dissonance shouted as she pulled herself out of the car. "You know you didn't all need to show up for me."

Sirens started to cover the area, and Dissonance waved a gloved hand over her head. The sound of the sirens weaved into her aura, pulses of sound blocked bullets, and broke barriers.

"You know," Dissonance continued, "fighting ain't my thing. Thanks for the breakout, but I'm not sticking around to get caught again," the girl shrugged and started off in a run.

"CATCH HER!" the Strike leader shouted, but gunfire from more of the Dream Team kept him locked down.

The two sides would be locked in combat for the next half hour, while Dissonance disappeared into the night.

THE APL and DREAM TEAM tie

Dissonance [ECON 2 PARAHUMAN] escapes and is at large in the city. She can be recruited by factions during turn end.

The Dream Team loses some of their girls to the PRT and takes 2 ESP damage.

The APL lose precious technical marvels as men are captured and take 2 TECH damage.


The Auction


The Black Market representatives thank the Unshadowed for their contribution to the cause, and quickly forward the Broker details about the PRT representatives in the area. They have debts. Debts that only someone like the Broker can really pay.

The Broker leans back in his chair, a three thousand dollar glass of champagne in his right hand. Those men weren’t going to attack him… they owed him too much money now….

The BROKER has bought PRT protection: Win condition 1/3 for the BUYOUT victory.



Uncontested, Cicada breaks the prisoners out with brutal efficiency. They join their roster. The may be out of place in the larger organization of Cicada, but Salsdale has proved to be a place where muscle talks.

A Human Plague

Jackal didn’t want to be back in Salsdale already. It was easier to forget how ****ed the cities he left were when he didn’t come back, but Forequest had overstepped his bounds and now he had a thousand clones to put down, each one of them a person who’s mind was eaten.

Over the course of the week token help arrived from Factions around the city. Tips from Cicada, paid detectives from the Broker. The Bloodborne held a massive rally and turned on anyone who responded to the word ‘Mike’, they brought the PRT a small pile of bodies and cages.

Then Jackal woke up on Thursday, after an embarrassing breakout in their containment zone. To a hundred Forequests tranquilized and shoved into shipping containers. Orchard’s logo on the side.

Two hours later there was news that the Remnants had chased dozens of Forequests into the river and forced them to stay there until they drowned. Cruel but it worked and there was a kill order.

A message came from the Playground in the evening. A code to open an electric containment device in their territory. It was filled with Forequests when they got there.
Jackal ran the numbers, they were close, but there were still Forequest signatures around the city. Maybe, just maybe, they could get this done within the week so the PRT could get back to their Toronto intervention….

The groups I’m speaking to, you’re clearly willing to work with us. You know this city better than I do. I’m asking you to tell us the best locations to strike down the problems in Salsdale. Don’t try to tell me that it’s each other.

Information on how to tell us to follow;

OOC: Each Faction may add a ‘PRT INTERVENTION’ to their Turn End this turn. This is a targeted intervention that will strike whoever and wherever you tell it. You may not target, Orchard, Playground or the Remnants of Bolting.

The Factions you target will not know you were the one who called the strike, but they will know it’s an abnormal strike.

This is not counted as an intervention for the purposes of lowering the chances of a second intervention.



Parahumans in Salsdale

Salsdale becomes a hotspot of Parahuman activity in the early week, with some factions showing new Parahumans as part of their ranks, and others having Parahumans run away from them , running into the city proper and open to be recruited.


Bloodborne:

The Bloodborne keep quiet about their Parahuman for a short time, but it’s impossible not to notice the spikes sticking out of buildings, or the bragging that Headline does on Social media about getting a chance to meet them once Autarch offers.

Escaping from the PRT in the chaos of the failed heist. Dissonance is around Salsdale right now, making her tunes, but she doesn’t have a label. She is apprehensive about joining up with the new gang.

Seeing as she was broken out by them, she is more likely to join the APL or Dream Team

Dissonance weaves sound around her into weaponized blasts or shields as a shaker, but she mostly uses her power for a prominent music career these days.

Backlight SOC 1 Parahuman –

Backlight escaped from Orchard in the dead of night, running out into the streets of Salsdale and keeping low. He is eager to join any faction that isn’t Orchard.

Backlight is a breaker that gets surrounded by white light when he activates his power. As long as he has his power activated he has several powers, most of which translate into incredible acrobatic ability. His flashy style and sick montages make him more useful as a PR tool than his power makes him useful at fighting.


A parahuman has a want to join a faction, between eager to ‘**** off’

You can raise or lower your recruitment chance by talking to the parahuman

You can raise your recruitment chance by offering stats to the Parahuman

In situations where multiple people can recruit a parahuman, the higher your ‘recruitment chance’ the larger percentage you own on a d100 roll.

Parahuman recruitment chance cannot go over 95% even a paid eager parahuman can choose not a join a faction.

Hard to find a better place than here. Electrical security field, PRT Protection and top notch guards with minimal aggressive tendencies so you likely won't ever be on the front lines. You simply won't find a more secure area than ours.



Well, it's still in the works with the Dream Team but we plan to do a mass spot light campaign on our various parahumans to establish a solid following. The good branding will be quite profitable as well as make it unlikely the PRT will attempt a rearrest even if they didn't owe us a lot of money. On top of getting your name out, we are willing to offer a very generous cut of the profits when compared to others.

Offering a full economy stat to them. Not temporary economy just a full stat.

DUE TO THE EVENT: PARAHUMAN PLAGUE the PRT Faction has joined the game and can be messaged as an NPC


Boots hit the street across Salsdale, as the PRT sweeps through the city attempting to remove the last of the Parahuman Plague. Factions are caught in the crossfire as all over the city the PRT attempts to establish footholds in established territories. It seems like every faction is battling against the PRT.

Or at least almost every Faction. The Broker is clearly enjoying an aged Scotch from his penthouse, as Dropships mysteriously avoid his territory.



Blood in the Water

It all starts with a building falling in the South of the city, on the border of Bloodborne and Remnant Territory. Then another, and then the explosions and gunfire start. It's a bloody battle, with spies from every faction trying to keep track of who is winning at any given moment. It seems like the Bloodborne are going to give out, with their Parahumans away from the frontlines as Klay personally leads the Remnants, but their near suicidal dedication to the cause of the Bloodborne allows them to hold out for hours against impossible odds.

With huge casualties on both sides, Klay calls off the attack and the Remnants return to their lands to lick their wounds and reload their guns. The Bloodborne look worse for wear, but the Remnants dedicated most of their plans for the week to this attack, only to have it fall short when it mattered most.

The Bloodborne keep their territory, and as Miasma arrives on the scene and surveys his precious captions, it's clear that that battle in the South of the city is just beginning.




A Day to Dream

The APL were calling out for help against the Dream Team, letting people around the city know that the children needed to be dealt with before they read everyone's messages.

Headline read those messages, and she wasn't happy about people planning against her.

The first thing that happened was the theme music, the second was the members of the APL turning on their own.

The third was the ANTI-PARAHUMAN array going off.

In the end, the Dream team was still able to capture Cashore, but Gravity Girl (STR 2) was injured and they additionally took significant losses.



GLOBAL EVENT: SILENCE

After a week of Chaos, it seems like most of Salsdale is getting accustomed to the constant fighting, but the PRT arrival has slowed things down. With no Parahuman Plague to deal with, large scale operations seem almost impossible to pull off.

There will be no Local Heists this turn

The Global Heist will only have a 50% chance of arriving



If there is no heist rolled for the turn, I will have items at the Black Market as a use for Tech for those who are wondering.

The Remnants are trying to push the hold they USED to have on all of us. They demanded money from us and when we refused they attacked us.

That shows how weak they are. Ripe for the picking and ending any history they may call on to rule us. Anyone interested with putting down the old and bringing in the new let us know. We are hunting some remnants of the past.

This is Brass of the Unshadowed. The call's gone out, the beast has been sighted and time is short, so I'll make this brief.

We call for an Endbringer truce in Salsdale. We're going in against Leviathan, we're asking that anyone else confident in their skills come as well, but nobody's going to look down on you for not facing that monster with a skillset that's badly suited for it. But if anyone uses this as an opportunity to attack others who are fighting to keep that bastard from wrecking the entire east coast and destroying New York again, even if the attack isn't directed on us specifically, we're going to come back very, very angry. The Dream Team


The last week had been a bit of a bloodbath in the North of Salsdale, but that had never been something that stopped Headline. When it came down to it, she was a villain first and a person who found blood icky second.

She, Dissonance and Gravity Girl stood on the southern edge of Cashore, there had been a lot of people swearing revenge when they kicked the APL out of here, but the UNshadowed weren't wrong, they were going to need to combine forces if they were going to stop the Endbringer.

You've proven that you're more that just a roadblock, you're a legitimate player in this game. Can't say that makes me happy. The Unshadowed are calling for a truce, but they're also taking over half the city so I guess they'd like that wouldn't they.

Unshadowed to APL (LOY 4)

Your whole thing is, parahumans need to be controlled and directed to fight the big threats. Leviathan is a bigger threat than Headline ever could dream of being.

If you're sending people to fight Leviathan, and Dream Team attacks you while they're gone, I'll have my people join up with yours and kick her out of the city. Yes, Headline, I know you're reading this. It's nothing personal, that's just how the truce works. And it's vice versa if you attack her while she's helping with Levi.

You can fight her afterwards.

I will be back as soon as I can. Stay safe and remember, your life is worth 846 of theirs so don't take any risks.

Don't worry dad, it's fine. I'm just making sure the right people get the contracts and to help settle any language problems. Not like I am going to be on the front lines.

With a final wave he enters the jet with Backlight, leaving the city until this is all sorted out.

As you may have heard, an Endbringer is appearing and coming to the city. Given the damage these things tend to do, I was planning on using my ability to start bringing over pieces of delicate infrastructure from the city to a more secure location. If there is anything you want out of the city before the Endbringer comes we will give you first right to transfer resources. Just legally transfer the objects over to me as a 24 hour "loan" and I will teleport it to a secure warehouse of your choosing.



We are assisting with the protection of vital infrastructure. We would like to give you contracts that relief efforts can distribute among business owners which legally gives me what ever items they own for 24 hours. I then move all the expensive and delicate items to safe warehouses. The once this is all done, they just sign another contract and I can bring the items back to town with me. It should allow the city's economy to bounce back quickly as long as not too many buildings are destroyed or to reestablish it in another city if the city is completely destroyed.
