Hello playground, one of my players came up with a homebrew cantrip for our home game and wants to use. Is it too OP? At higher levels I feel it is but what about the first tier?

BINDING BLOB:
An adhesive blob bursts forth from your hand toward a single creature (Large or smaller), coating it and the ground around it. The blob becomes tough and resilient upon exposure to air. The target must make a Dexterity save or be glued to the floor, Grappling the target. On a success, the blob has no effect on the target, oozing off the creature instantly.

At Higher Levels

At 5th level, the area of effect expands, coating all creatures in a 5 ft. radius of a point in range. At 11th level the blob becomes more potent, effectively Restraining the targets. At 17th level the area of effect expands, coating all creatures in a 15 ft. radius of a point in range.

Compared to martials it does seem a bit OP effectively being at level 1 a Grapple without the disadvantages, and then getting better.
Perhaps if it just reduces Spd and Dex until it completes it's save? That would allow you to fine tune it.

It's a save-or-lose for any melee monsters, which is definitely way too powerful for a cantrip at any level. Move the base level up to a 1st level spell and give the victim another save during each of its turns to break free and it'll be more reasonable.

Depends entirely on the duration. If it's one round, it pretty much just skips an enemies turn in exchange for yours, with a risk of wasting your action. That seems pretty fair for a cantrip. However, how it scales and eventually turns into mass action denial, even if only for one turn, seems a bit too strong, even for one round duration.

What list(s) would this cantrip be on?

A 15' area save-or-restrained at-will is crazy strong.

Here is one that isn't crazy strong:

Glue Bomb
Range: 15'
Components: S, M (a pinch of slime)
Duration: 1 round (concentration)

You throw a blob of goo at a large or smaller creature within 15'. Make a ranged spell attack on the creature; if you hit, the creature is grappled (escape DC is your spellcasting DC). On a critical hit, the creature is also restrained while grappled by this spell.

At higher levels: Starting at level 5, the duration increases to 2 rounds (concentration), and the creature takes 1d6 acid damage at the start of its turn while grappled by this spell (2d6 if critical hit). At level 11 it is 1 minute (concentration) duration, and at level 17 it no longer requires concentration.
