The RPGA Living Greyhawk module CORS4-02 Here There Be Dragons has a version of True Necromancer. The publication date is 2005, and it references Libris Mortis. It makes the True Necromancer fully advance spellcasting at each level.

True Necromancer is one of the most hated prestige classes because of the entry requirements then the caster progression losses. Will this fix it, and will this be balanced?

It is definitely better than the original version, and probably the most powerful theurge class overall. You're dealing with T1 casters, so balance is pretty much irrelevant anyway.

It should be noted that it is not a legal source for rules though. Players are explicitly directed not to look at it, and the (likely incorrectly entered) info is only provided as a resource to GMs because there are npc True Necromancers featured in the module.
