Price of a custom 'Psychoactive Skin of the Chameleonid' (IE, Psionic Alter Self?)

Hi there, I would like to write up a custom Universal Item based on the Psychoactive Skin of the Proteus, but instead, based on the StP Erudite's Power 'Psionic Alter Self', at caster level 4. So, double checking the Skin of the Proteus, it's Power level 4 * Manifester level 7 * Uncustomary Space Limitation of 1.5 * 2000 gp = 84,000 gp.

So a Psychoactive Skin of the Chameleonid would be 24,000 gp, yes?

And is there a rule for upgrading magic or psionic items into similar items? Could it be upgraded into a Skin of the Proteus by paying the difference?

Also, has anyone managed to make the Phylactery of Change compatible with 3.5, it references wayyy too many 3.0 rules.

BoVD (3.0e) contains Fleshshifter Armor, which is +1 leather armor that allows the wearer to cast alter self at will as a 3rd level spell.

It retails for 13,160 gp.

Didn't the edition change really tweak this line of spells?

Edit: yea, Alter Self was WAY different. As was 'Polymorph Self'.
