Running Eberron and noticed none actually is listed. Gonna be an issue if my players find out about it because at least 1 will want to try it.

Stat out a poison yourself (all drugs are poisons taken at low enough doses so as to be non-lethal, alcohol included). It’s not that hard.

You could also say to that player, “you don’t know the proper dosage. You take a guess” <roll medicine> Fail? “But you guess wrong. Roll a con save, taking <deadly amount of trap damage> on a fail, or half on a successful save. Succeed the roll “you guess correctly” and give your poison effect, flavored as a drug high.
If the character would reasonably have an idea, then you can say the following: “you remember a dosage, but not from this supplier, who you know has a different formula. Still, your previous experience with this drug should give you an advantage. You take a guess at the formula, and give it a try” <roll medicine with advantage, then use above states>

Does it need to have game stats beyond a price and weight? Alcohol and pipe weed don't.

This (https://www.dndbeyond.com/equipment/dragons-blood) seems to be sourced from an adventure league...adventure, so official stats aren't a thing per se, leaving it up to DMs to come up with the effects (though I love a good Wild Surge table consultation).

I believe this (https://www.worldanvil.com/w/eberron-mattbayer34/a/dragon27s-blood-article) is homebrew 3.5 content but it's something you could adapt to 5e.

Introduced into Sharn by Daask, dragon’s blood is a potent and highly addictive stimulant. In addition to inducing euphoria, it can enhance spellcasting ability or even temporarily imbue a user with the ability to cast sorcerer spells. The drug’s effects are potentially dangerous and always unpredictable

The 3.5 content would be easy to port, but if you just wanted a single drug, not 3 different types, you could go:

It's a stimulant, so giving extra move speed or a limited extra action, or for spellcasters, it applies a metamagic, puts an auto-upcast onto something (but with wild magic surges), or maybe gives access to some sorcerers spells for 1 minute. Definitely addicting and requires a check to use properly.

Yeah, but alcohol isn't a stimulant and pipe weed is more like tobacco or marijuana. I'm treating dragons blood like stuff like speed, it's bad for you but people take it for more than just a high, it's also a performance enhancer. Probably a magical one as well as physical.

Dragon's Blood (originally from Sharn: City of Towers, the second link Amnestic posted is similar, but not exactly the same as the effect listed there) only had positive effect for sorcerers and people with dragonmark, everyone else could suffer the negative effects and the risk of overdose (which could happen from a single use) with no benefits.

The drugs required the user to make 2 saving throws. Failing the first save gives the user the first effect of the drug, failing the second save gives the secondary effect, both the effects and the DC were listed in each drug's description. On the first use, the user also had to make another save to see if they become addicted to the drug (with the DC and effect based on how addictive the drug was), and risk overdose under specific conditions. Addicted character had take the drug every few days (the period depended on the addiction's strength) to avoid withdrawal, which required them to make a save every day to avoid ability damage (the more serious the addiction, the higher the save DC and the damage on failure). 2 successful saves in a row cured the addiction.

Dragon's Blood is not a stimulant in the physical sense, and it does not get you high. It improves the user's magical abilities. All of them had the secondary effect of Cha damage (the stronger the drug... Black<Blue<Red, the more damage) and required Will save on each use to avoid overdose (which caused damage, once against increasing with the drug). The stronger versions also were more addictive. Black Dragon's Blood gave the user the ability to aply Enlarge or Extend spell metamagic for the next sorcerer spell of <3nd level or least dragonmark SLA, Blue Dragon's Blood made the next sorcerer spell of <5th level or least or lesser dragonmark SLA not expend the slot/use, and Red Dragon's Blood applied Maximised spell metamagic or increased the caster level by 3 for a sorcerer spell of <4th level or least or lesser dragonmark SLA. All benefits had to be used within 10 minutes of taking the drug, and could only be used once in 24 hour period.

So how about having it be a consumable that has the same effects as a pearl of power (no attunement required, usable within 10 minutes of taking it) but gives a level of exhaustion after the 10 minutes are over?

Beware using multiple doses together as they are cumulative...lots of spell slots back, then a crash with multiple levels of exhaustion is rough.
