Under the Vampire Spawn:

Born from Death. Most of a vampire’s victims become vampire spawn — ravenous creatures with a vampire’s hunger for blood, but under the control of the vampire that created them. If a true vampire allows a spawn to draw blood from its own body, the spawn transforms into a true vampire no longer under its master’s control. Few vampires are willing to relinquish their control in this manner. Vampire spawn become free-willed when their creator dies.

This implies that the creator of the spawn must be the one who allows its spawn to transform.

What do you think? Can a different vampire cause a spawn to transform?

I would argue that if it is a parent vampire to the one that created the spawn, yes. Bloodlines are always important in vampire lore. But some other random vampire? No.

Most games that deal more directly with vampires and a lot of media vampire lore seems to indicate that vampires remain mostly civilized and have a lot of rules to their various families, clans, and how they handle vampirism. Often the creation of spawn must be done within specific guidelines, and a spawn seeking out another vampire to free them would more likely be killed. Creating free-willed vampires is even more restricted, and the vampire that created them or freed them punished in some method.

Good thoughts about the bloodlines.

What if it was a child vampire of the one who created the spawn? That seems highly unlikely, as well, since they wouldn't want to risk the ire of the parent.

Sure. If that different vampire slays the spawn's creator, it becomes free-willed.
