[3.5] Throwing Scarab questions

I found Throwing Scarabs from the Ebberon book Magic of Ebberon and want to make a build for them. But I have some questions if anyone can answer them or put their two cents in. How many can you put on yourself? Can you enchant them? If no can you put templates on them? Or even classes? Can you put the enchantment splitting (from champion of ruin) on them? The exact wording for the scarab is "At the beginning of the host’s next action, the throwing scarab secretes another shard, allowing the host to throw one shard each round." The first part says at the beginning of the next action you get another shard. Does that mean if you have haste you can throw two shard's is a round? Or does the second part over rule the first part?

In 3.5e, haste doesn't give you any additional actions, so there's no text conflict.

I think you can put on as many as you can find.
