DND Beyond - item not doing what it's supposed to.

I am trying to make a homebrew item on D&D beyond, a hollow peg leg that can be used for storage. As part of having a peg leg, I want my sheet to show that my ex-sailor wizard has a 5' speed reduction.

I did Add a Modifier, and then added Speed Reduction - Impose with a value of 5. Yet when it's equipped on my character, his speed does not go down by 5'.

What am I doing wrong?
