It occured to be a while ago (and posted the theory in one of the discussion trends to memory) - but felt its own topic might be a better place.
Here (panel 4) (https://www.giantitp.com/comics/oots1001.html) we have Loki (and possible Heimdall) unhappy with the 'no backsies' rule which prevents deities from revoking their vote after it is cast and we know that the motion before the gods is here on panel 9 (https://www.giantitp.com/comics/oots0997.html).
Given the 'no backsies' rule it stands to reason that a vote on the same topic cannot be called until the previous vote on that topic is resolved - which based on panel 4 (https://www.giantitp.com/comics/oots1179.html) could take days or even weeks.
Given all this is it possible that Durkon's comment here (panel 5) (https://www.giantitp.com/comics/oots1207.html) is inaccurate - and that in fact Redcloak has a very limited but very real period of time to complete the plan while the gods cannot interfere?
