I can't speak to the tier level, but I am curious why the state assassin would prefer bottles and tankards as improvised weapons. Unless all his targets are in bars or breweries, it may be difficult to find these when he really needs them.

The improvised weapons feature is a cut and paste from the Drunken Master PrC. The state assassin doesn't necessarily prefer bottles and tankards.
