Dual Wielding and PotB?

Is there anything in Pact of the blade that would allow summoning dual wielding weapons?

If not, how would you house rule it in?

I'm trying to accommodate a player who wants to multi-class swords bard and hex-blade

If you take Hexblade to 3, you can have one weapon using charisma from your level 1 feature, and one from your Pact of the Blade. That's the only way to dual wield with charisma.
