Need help finding option or rule...

Hellow fellow dudes...

So, a while back I was scouring through different stuff, in preparation of an upcoming campaign. While doing so, I found a rule or maybe it was a homebrew thing, (that's the thing I cant remember) which basically was a rule dictated that when using diplomacy one were to add the target NPCs level or HD to the DC of the diplomacy check, thus making it more difficult to achieve. Basically it was to make it less easy for a low level PC to influence high level NPCs...

Again, I'm fairly certain I remember what it did, but not from whence I read the idea. I know its super vague, but I was hoping maybe someone here knew where I might have read it? It could very well be here on this forum or it could be in a dragon magazine or maybe in a splat book or maybe a different forum... Again I can't remember where I read it and my search skills suck...

Any help would be appreciated!

Thank you both... These are certainly very much along the lines of what I remembered however, I dont remember what I read to be as encompassing or as complex. Either way, I must have read someone referring to either of these "fixes"...

One thing I want to ask tho, is what do I do when I just want to charm someone into liking me, which is not a deal or trade? Its just me wanting to use diplomacy to make the local lord like me, so further down the line I can more easily make my diplomacy check when trying to convince him of something unfavorable?

It would seem that the "make people like you" thing is completely gone? So how do I make people like me?

It's still there, it's the basic use of the diplomacy skill, rolling against the table of DCs to make people go from unfriendly to friendly and so on.

There are more uses of the diplomacy skill in the Oriental Adventures 3.5 update under the Silver Tongue ancestor feat.

I think that there is a rule like that for the intimidate skill. Could you be mixing them up? Or could your DM have looked at Intimidate, went "cool" and applied it to diplomacy too?
