I am playing a druid with a wolf animal companion. currently buffed with bull's strength. So strength of 17 and quadruped. Can he actually carry stuff on his back with saddlebags?

Yes, he can. It's in the equipment list as an exotic (http://www.d20srd.org/srd/equipment/goodsAndServices.htm#saddleExotic) pack saddle (http://www.d20srd.org/srd/equipment/goodsAndServices.htm#saddlePack), and it costs 15 gp.
