since intelligent magic items are creatures, can't you technically just uhhh... morph into a stupid powerful intelligent magic item? they don't seem to had HD so that wouldn't be a worry, essentially giving you access to the most souped up version of like, every spell and power.

Is there anything stopping this from happening?

If you want to abuse the custom magic items rules to gain infinite power, you're better off using Planar Binding to get a SLA Wish from <your favorite brand of genie>. If you're not turning into a custom item, Great Wyrm Gold Dragon is a better Polymorph Any Object form. What you're suggesting might be legal, but even if it is, it's far from the best path to infinite power.

maybe not the best, but likely doable at level one just like pun pun.it'd only require 3,780 gold for an extra special one use PAO, which i'm sure a human wizard could acquire by selling their spellbook or some other hackery
just another method of cheesin

PaO only gets you some Ex abilities: no Su or Sp, which is what magic items have.

Simulacrum is priced by HD.
Int Magic Items are creatures without HD (usually).
???
Profit.

bolded makes sense, is there anywhere that explicitly states them as such? It's obviously easy to simply infer that it's the case cuz like... what else would they be?

edit: reading in the dmg examples of spell-like vs supernatural magic item powers. would just have to use other ways like assume supernatural ability or body hopping to take advantage of them fully

If nothing says otherwise, it's a natural ability (similarly to flight and natural weapons), which means you get access to it.

that's what my original assumption was, so i guess technically they would be. there are, however, a bunnnnnch of examples of the powers being spell-like. The primary one being on pg 214 saying broadly that magic items produce spells and specifically "spell-like effects" in the saving throws section. The rod of negation also calls out canceling the spell-like functions of other magic items
