Interesting. But, before you go about implementing it, ask yourself this:

Will it make the game more fun?

If this is a DM project you do because you like thinking about it, then I certainly won't stop you from enjoying yourself. But would your players like having this used? Especially since you appear to be adding 50% learning time to even the easiest of languages.

I might consider how having someone who is fluent in the language in your party, or by being in an area where the language is spoken, would increase the speed in which you learn it.

From a role-playing aspect, I might make learning a language come in several levels, where each level gives you more words that you know. That way you can have fun role-playing scenes where you overhear a conversation, but only get a tiny bit of it and have to make assumptions based on it.

I might start by letting the players choose about 10 words that they know and can say. Then they know uncomplicated nouns, then verbs, then adjectives, then pronouns, etc.
