Greater Turning

Does the Greater Turning ability of the Sun domain count as the ability to Turn Undead for the purposes of prerequisites and the like? Assume that I'm powering it with another Turn X ability.

No, because it only allows you to modify one of your normal turn undead uses 1/day. Sort of like how having a metamagic feat doesn't allow you to meet spellcasting prerequisites, it doesn't do that thing, it just modifies that thing when you use it.
