Is there a half-ogre monster entry in a wotc book (not dragon magazine)? If so, what weapons are listed in their monster entry?

I believe there's more than one, but the one that comes to mind is in the back of Savage Species, next to the bat people race and not far from the anthropomorphic animal charts I think.

Looks like there's not, only the playable race entry in Races of Destiny.

However, that list doesn't include Orog or Ogrillon, which must be statted somewhere, likely a FR book. The Orog playable race is in Races of Faerun, and that's one of the books listed as being included in that table. So maybe that list is incomplete, or maybe those monsters are in specific adventure modules which aren't included, but it's just as likely that those creatures never had a published monster stat block in 3.5 edition.

I have a large collection of 3.0 to 3.5 splatbooks - and I really don't think there is a WOTC Ogrillion stat block in that era, though there may be a Paizo one in Dragon Magazine.

Dragon Magazine's Half-Ogre template, applied to an Orc, is probably about as close as it gets. It's possible that there is a recommendation somewhere to use the standard Half-Ogre race.

The short answer: there are none

The longer answer:
Original (3.0) Monster Manual has Half-Dragon (Red)/Half-Ogre (listed weapon - huge greatclub and huge longspear), but they, probably, meant "Half-Dragon Ogre" - since there are no separate "Half-Ogre" entry in the book
Half-Ogre Barbarian (http://ddm-images.s3.amazonaws.com/cards/Ud/18R.gif) from the D&D Miniatures: Underdark set (listed weapon - sword)
In the Book of Vile Darkness, article about Orcus have Quah-Nomag the Skull-King - an ogre-blooded human "even less Ogre than a Half-Ogre" (listed weapon - +4 spell storing vile heavy flail)

If you give up on the "wotc book" requirement, then, in the "Iriandel" adventure (Dungeon #83), there were two Half-Ogres (Fadyhuk and Yventhu) along with some Ogrillons and Mulgwar the Giant Ogre (8 HD, have Rock Throwing/Rock Catching); Yventhu and Ogrillons are armed with greatclubs and longspears, Fadyhuk - greataxe and +1 longspear (Mulgwar - huge greatclub and huge rock)
The "Twisted Night" adventure (Dungeon #149) have Verbeegs (listed weapon - +1 glaive and masterwork composite longbow +5)

Tome of Horrors (Necromancer Games) have Half-Ogre (listed weapon - greatsword and longspear) and Ogrillon (listed weapon - 2 slams)

Strangely, 3.X doesn't admit any relation between Orogs and Ogres
But if you would accept it anyway, then:

Orog from the Tome of Horrors armed with greataxe and javelin

I'm assuming the OP means Half-Ogres without class levels? There's stat-blocks for "Verbeegs" in EttRoG (Verbeegs are variant Half-Ogres), but they all have class levels.

While the bulk of playable races get a monster stat block, many (notably including Humans) do not.

If the monster entry search is to look for weapon proficiency, it may be worth noting that as Giants, they are automatically proficient with all simple and martial weapons.

From 3rd party sources, Tome of Horrors (Revised) has monster stats for Half-Ogres, Ogrillons and Orogs.

I was thinking about weapon proficiency but with respect to a half-ogre (half-human) with the half-dragon template.
