Is the Exoticist from Dragon Magazine #310 proficient in exotic shields?

Hi guys... Well pretty much just as it says on the tin. It says he's proficient in all shields, but does that include exotic shield, like extreme shield?

Fighters can replace their tower shield proficiency with proficiency in an exotic shield, per the "Special" section of the feat.
