Is the Dire Maggot from Libris Mortis supposed to be a huge sized creature right? Because it's says small in multiple places, but it has a huge size modifier to AC and takes of 15 ft of space.

Firstly, please don't link to sites that contain copyrighted material.
Secondly, the Dire Maggot listed in Libris Mortis (p.95) says small in its stat block - this may be an error, but not sure if it was corrected in errata. The official index lists it as huge: http://archive.wizards.com/default.asp?x=dnd/lists/monsters&tablefilter=maggot
Other varieties include a Giant Maggot in Underdark (p.88) which is also small.
Finally, there is the Wiggling Maggot (https://www.wizards.com/dnd/article.asp?x=dnd/dx20021031x), which is diminutive.

The errata changes it to Huge. (Libris Mortis Errata, page 2)
EDIT: http://archive.wizards.com/default.asp?x=dnd/errata for official errata for free from WoTC. Errata is usually a good place to start when things don't add up.

Wish I'd known that when I ran EtCR, seemed weird the town was being menaced by a maggot the size of a small dog lol.
