I have a specific and a general question for the forums about this.

First: do you think that's correct? Personally, I think that the Sharn authorities are certainly pretty crappy, given than half of them are taking bribes and the other half have too few people to be truly effective, but the Watch is pretty good at generally keeping the peace in the higher districts. And Host help you if you make enough trouble to get the Citadel or the Redcloaks involved...... It's not like high-level or high-CR threats can just use Sharn as their personal playground.

Second: That quote, if true, would imply that a city with good authorities would be impossible to adventure in or maybe just difficult to find an adventure in. What does everyone think of that concept?
